SUBJECT: Amendment # 1 to Environmental Consulting Services East
Gallatin Landfill Professional Services Agreement (PSA)
AGENDA ITEM TYPE: Consent

RECOMMENDATION: Authorize the City Manager to execute Professional Services
Amendment # 1 to the PSA with Water and Environmental Technologies, Inc. (WET), to provide
environmental consulting services pertinent to the East Gallatin Landfill.
BACKGROUND: The city has recently entered into a PSA with WET to provide the necessary
professional environmental consulting services to monitor contaminants at the East Gallatin
Landfill site, report to and coordinate with the Montana DEQ and suggest alternatives for any
future work which may be necessary at the site. Staff is concurrently working with NorthWestern
Energy and Mergenthaler's to improve access to both the city yard located on North Rouse and to
Glen Lake Recreation area, both of which are immediately adjacent to the former landfill. As
part of that project it may be necessary for the parties to agree to exchange portions of the parcels
they own to one or the other of the parties involved in the project. In order to facilitate any
potential transfers, a Phase 1 Environmental Site Assessment will be required. The purpose of
this amendment is to procure the services needed to prepare that assessment for the City's parcel.
UNRESOLVED ISSUES: None.
FISCAL EFFECTS: The total cost for this work is $2,500.00 and will be paid for using funds
in the Engineering Division's budget for Consultants and Professional Services.
ALTERNATIVES: As suggested by the City Commission.
