Call to Order - 7:30 AM – City Commission Room, City Hall 121 North Rouse Ave Commissioner Naumann called the meeting to order. 07:41:00 AM Committee Member - Pamela Bryan: Present Committee Member - Kelly Wiseman: Absent Committee Member - Ben Lloyd: Present Committee Member - Chris Naumann: Present Committee Member - James Ness: Absent Deputy Mayor - Cyndy Andrus: Present Staff - Chuck Winn: Present Staff - Ed Meece: Present Staff - Laurae Clark: Present Staff - Kate Hayden: Present This meeting of the Parking Commission does not have enough members to form a quorum, so they will not be taking action on any items, just discussion. B. Changes to the Agenda There were none. C. Approval of October 2017 minutes (See Attachment Exhibit 1) This will be moved to the December meeting to be approved. D. Public Comment – Members of the audience or their agent may be invited to present testimony or evidence. To be recognized, each person desiring to give testimony or evidence shall step forward and, after being recognized, give their name and address for the record. The presiding officer may establish a time frame for each public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding officer may lengthen or shorten the time allotted for public testimony. There was no public comment. E. Action Items 1. Discuss/Approve/Deny Resolution 2017-04 “A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA ADOPTING A PARKING LEASE POLICY AND LEASE LIMIT CALCULATION FOR THE BRIDGER PARK DOWNTOWN GARAGE.” (See Attachment Exhibit 2) Resolution 2017-04 has been reviewed by the City of Bozeman’s legal department as well as Rick Williams Consulting. In summary Resolution 2017-04 states the applicant must make a written request for UDC leases to the Parking Manager. After Community Development determines the number of UDC required spaces for the project, the Parking Manager will provide the Letter of Intent to the Parking Commission. The Letter of Intent will outline the project and lease request, as well as process, payment, and scheduled reservation of parking spaces. The applicant will then make a payment for the space reservation of 20% of the calculated annual payment amount for the total UDC request. The Parking Manager will then sign the Letter of Intent, the applicant then has 60 calendar days from that date to complete the Concept Review process with Community Development. Upon satisfactory completion of the Concept Review process the applicant will have an additional 60 calendar days to complete the Informal Review process with Community Development. Upon final site plan approval it will be sent to the City Commission for final approval. In previous drafts it stated 50% of surface lot spaces could be leased, it is missing from this version and needs to be put back in. In exceptions on the last page, should there be a fall back so a UDC lease does not exceed a certain period of time? Ed will review with the legal department. There are two situations that were changed. Parking is required for the project to be continued and it should be tied to project approval. Secondly, there was no financial commitment where the developer had a financial responsibility to these extensions which was impacting the usage of the parking spots for Downtown users. As far as the language under UDC Lease, #4 and #5 should be flipped and also under #9 it says the City Commission needs to approve twice, that needs to be reworded. The purpose of the Lease Limit Calculation is to utilize parking industry best practices in determining how many parking leases the Parking Commission can sell, while maintaining reasonable adequate capacity for both long and short term parking. The Lease Limit Calculator will continue to evolve in accuracy, as better data is gathered through the new garage software. The Bridger Park Garage Lease Limit Calculation takes the peak hours and looks at the difference between vehicles parked and spaces currently leased and divides by 50% to give you the number of potential new leases. The Parking Manager will start to have conversations with the UDC holders and see if they are using their spaces and how many of them. Ed would like to review the Lease Limit Calculation quarterly. Ed will bring back Resolution 2017-04 to the December meeting. *UDC-Unified Development Code F. Parking Manager Report. (See Attachment Exhibit 3) T2 parking software launch date is December 1, 2017. City Commission requested that the parking staff engage in conversion with them on 11/20 on creating a residential parking district along the South border of Downtown in the B3 area. The goal would be for City commission to send back to the Parking Commission for further review and discussion. Ed will be sending out the Western Transportation study by the end of November to the Parking Commission. Deputy Mayor Andrus suggested the Parking Commission get ahead of the UDC part 2 revision and start addressing this now and what should be changed or altered. G. New Business There are currently two vacant positions on the Parking Commission. Deputy Major Andrus is reviewing two applications. H.
