MINUTES
Thursday, October 12, 2017, 7:30am
A. Call to Order - 7:30 AM – City Commission Room, City Hall 121 North Rouse Ave
Commissioner Naumann called the meeting to order.

B. Changes to the Agenda
There were none.
C. Approval of September 2017 minutes (See Attachment Exhibit 1)
Kelly Wiseman was noted as being at the September meeting and voting however he
was absent.
Action item E, third paragraph on the second page has a typo. It says ‘now’ instead of
‘snow’ communities.
Commissioner Ness made a motion to approve the September minutes. This was
seconded by Commissioner Bryan and approved unanimously.

D. Public Comment – Members of the audience or their agent may be invited to present
testimony or evidence. To be recognized, each person desiring to give testimony or
evidence shall step forward and, after being recognized, give their name and address
for the record. The presiding officer may establish a time frame for each public
comment but in no case shall such timeframe be less than three (3) minutes per
speaker. The presiding officer may lengthen or shorten the time allotted for public
testimony.
There was no public comment.
E. Action Items
1. Discuss/Approve/Deny Professional Services Agreement with Greenspace
Landscaping Inc. for snow removal services at the Bridger Park Downtown
Garage. (See Attachment Exhibit 2)
The Parking Services Division contracts for the removal of snow and the
application of ice melt on the roof level of the Bridger Park Downtown Garage.
Due to physical limitations accessing the roof level, this service requires
specialized equipment, and for this reason, Greenspace Landscaping has been
determined a sole source provider. They only come in to plow when called and
snow is of a particular depth.
Commissioner Bryan made a motion to approve the Professional Services
Agreement with Greenspace Landscaping. This was seconded by Commissioner
Wiseman and approved unanimously.

F. Parking Manager Report. (See Attachment Exhibit 3)
The hiring process has begun to hire two new parking enforcement officers. Currently
the enforcement staff is at 50% of authorized employees.
Final negotiations are in place with the contract for T2 software, services, and
equipment for the parking division. The process is on-going with final signature
expected by mid-October.
Fire extinguisher cabinets are finished and installed in the parking garage.
The cameras for the parking garage should be done by the end of October.
There was an open records request for 10 years of citation data, however it was
changed to 3 years as that was what Duncan could supply. The request included, date,
time, violation, description, and fee.
Western Transportation Institute (WTI) did a parking study in September. Ed is
reviewing the draft and should have the final version completed and sent out by the
November meeting.
The North Willson lot is finished and now being enforced. We will be adding two more
additional spaces in the near future.
G. New Business
Public Comment:
Tenzin Phuntsog-701 S 14th Ave. Tenzin submitted a request to expand the MSU district
on Alderson between 14th and 15th Ave.
Ed will gather data including a clear map and bring it back to the Parking Commission for
a recommendation and vote. The process on how a residential district can be changed
or added is unclear and needs to be revised before any changes to a district can take
place.
Parking Lease Agreements will be brought back to the November meeting to be
reviewed.
A redraft of the Municipal Code changes will be brought back to the Parking Commission
then sent to legal to work on a final draft.
Ed is going to research adding the parking garage roof improvement to the long term
plan.

The next Bozeman Parking Commission meeting will be held November 9th, 2017 at 7:30am at
City Hall.
