Call to Order - 7:30 AM – Madison Room, City Hall 121 North Rouse Dennis called the meeting to order. Changes to the Agenda There were none. C. Approval of January 2017 minutes a. Public Comment – Members of the audience or their agent may be invited to present testimony or evidence. To be recognized, each person desiring to give testimony or evidence shall step forward and, after being recognized, give their name and address for the record. The presiding officer may establish a time frame for each public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding officer may lengthen or shorten the time allotted for public testimony. Email from Jennifer Woodcock-Medicine Horse Corey Lawrence was present E. Action Items a. Review DRAFT Rate Policy i. See Attachment Exhibit 2 After some review it was discovered that Ed was not given the most updated draft, so prior corrections were not reflected. Additional corrections were also discussed. Ed will add all the adjustments and corrections to the draft and bring back next month. In the future discuss and review Rate Policy in January and make the final decision in February. F. Parking Manager Report a. See Attachment Exhibit 3 Ed reported on a phone call he had with Rick Williams on the garage lease calculations and performance metrics. Operation Morning Star: BPD and Parking Enforcement officers worked together to educate the public on parking around school zones. Ed will draft a letter to the City Commissioners with Rich about this experience and future plans regarding school district parking and will bring to the March meeting. RFP draft for new parking hardware/software is tentatively projected to be done by the end of February. A demonstration is being scheduled with one of the proposed vendors for new parking software. Equipment for the first phase of upgraded camera project is ordered. A snapshot of the strategic plan will be presented monthly. G. New Business. Downtown construction permits will be added to the April or May meeting agenda regarding what it does to on-street parking and businesses. Citation warning policy will be added to the March meeting agenda. Ed will email a memorandum regarding a proposed residential parking district to the BPC. A meeting will be held with the executive committee to discuss terms for members and begin brainstorming for new members for the Bozeman Parking Commission advisory board. H. Adjournment. 9:03am The next Bozeman Parking Commission meeting will be held March 9th , 2017 at 7:30am at City Hall. Bozeman Parking Commission meetings are open to all members of the public.
