E. Public Comment – Members of the audience or their agent may be invited to present testimony or evidence.
To be recognized, each person desiring to give testimony or evidence shall step forward and, after being
recognized, give their name and address for the record. The presiding officer may establish a time frame for each
public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding
officer may lengthen or shorten the time allotted for public testimony.

F. Action Items
a. Continued Discussion Rate Policy and Direction to Staff (Naumann)
i. See Exhibit 2
Revision of rates will be done annually. Ed will work on a more detailed
budget and financial report that will be made available to the public. He will
prepare a draft for the February meeting. He will also begin working on
establishing a capitol acquisition fund.
b. Review Strategic Parking Plan Action Items and Direction to Staff (Naumann)
i. See Exhibit 3
Ed will report back monthly on the progress of each item.
ii. The parking website will also be updated to provide additional/better
information and better access to parking related questions.
c. Ex Parte Definition (Sullivan)
Greg Sullivan, City Attorney, explained that the definition of ex parte
communications is appearance of fairness. He stated that you can talk to the public
about parking policies as long as you are not talking about any specific project. It
would be best to have them submit a public comment to the commission meeting
when it is in regards to a specific project.
G. Parking Manager Report
a. New Parking Manager – Ed Meece was introduced.
b. RFP Status Garage Access Equipment and Citation System
Ed will begin working on an RFP and will provide an update at the February meeting.
c. The parking department would like to get rid of the courtesy tickets. 7377 warnings
were issued in 2016. This creates duplication of effort for every ticket written and
substantially slows down the efforts by the division.
d. Budget Revenues Through December – Exhibit 4
H. New Business.
Ben Bennet’s term is up in July and will not be renewing.
It was asked that when sending out the parking commission agenda to add a link to where
the parking commission agenda is posted on the website.

The next Bozeman Parking Commission meeting will be held February 9th
, 2017 at 7:30am at City
Hall.
