E. Action Items
06:02:40 PM (00:03:25) 1. 17442 Kirk Park Zone Map Amendment (Pope)
The proposed amendment will change the zoning on approximately 12.335 acres from R-2 Residential
Medium Density to PLI Public Lands and Institutions, and to realign the current B-2 Community
Business district with the underlying parcel line (1.198 acres). The property is generally located
southwest of the intersection of West Beall Street and North 20th Avenue, commonly known as Kirk
Park.

06:03:42 PM (00:04:16) Planner Pope summarized the project before the board and reviewed the
criteria that was reviewed as part of the application.
06:06:34 PM (00:07:08) Planner Pope opened the floor for questions from the Zoning Commission.
Board Member Thompson asked about the highest density residential allowed in B-2. Community
Development Director Martin Matsen responded.
06:08:30 PM (00:09:25) Public Comment Opportunity
06:09:16 PM (00:09:50) Paul Mankhouse (2302 W. Beall St.) commented that he does not understand
what changes are presented.
06:11:02 PM (00:11:36) Director Martin Matsen provided clarification on the re-zoning proposed in
response to the public comment.
06:12:16 PM (00:12:49) MOTION – Having reviewed and considered the staff report, application
materials, public comment, and all information presented, I hereby adopt the findings presented in the
staff report for application 17-442 and move to approve the Kirk Park zone map amendment, with
contingencies required to complete the application processing: Julien Morice
