F. Action Items:
1. 08:03:58 AM (00:01:54) Gran Cielo Subdivision (Chris Saunders)
Consideration of new subdivision affordable housing plan. Request for cash‐in‐lieu.
08:05:11 AM (00:03:07) Planner Saunders described the project requesting to pay cash‐in‐lieu.
08:12:47 AM (00:10:43) Saunders explained that the project could begin construction, if all else goes well, as
soon as 2018, but the timeline varies.
08:13:55 AM (00:11:50) Josh Allen, representing the applicant addressed an item in the letter requesting to
pay cash‐in‐lieu, stating that they would only ask for the funds to be returned if the Affordable Housing
Ordinance were to change.
08:16:08 AM (00:14:03) Chair Brian LaMeres read a letter from board member Greg Stratton regarding this
project and affordable housing.

2. 08:21:22 AM (00:19:17) Update from Professor Ralph Johnson’s MSU School of
Architecture students – Highland Boulevard (City of Bozeman cemetery land) project for
affordable housing: Schematic Design Proposals
Professor Ralph Johnson summarized the project that his students have been working on, identifying 3
issues: 1) The Highland Blvd site (cemetery land), 2) investigate model strategies for affordable housing and
3) discuss with the school board, hospital board and university strategies that they may incorporate for
affordable housing. He also discussed an opportunity to put some land into a trust, which would allow the
land to be used as affordable housing in perpetuity.
08:25:08 AM (00:23:04) MSU Students, Jeneat Shule, David Sinoff, Alyssa Parsons, Tarren Strobe, Paul
Sneider presented their findings on Affordable Housing, starting with their field trip to Missoula.
The students found that high quality design contributes to the affordability of the housing. The students
asked for feedback regarding the size of affordable housing units.

code.
08:38:32 AM (00:36:28) High Density Option: Students present their idea for a more dense use of the
cemetery land being proposed for affordable housing if they were not required to adhere to municipal code.
08:45:40 AM (00:43:35) Presenters opened up for questions/discussion from the board.
08:57:35 AM (00:55:30) Hoover Way subdivision: HRDC formal request for funding.
Discussion of pricing, affordability, and income targets in conjunction with formal funding request.
Tracy Menuez presented on behalf of HRDC. The project shows a 2% return on 24 affordable units and is set
up so that the housing remains affordable in perpetuity.
HRDC is asking the city to contribute $20,000 per unit for the proposed 24 units, as well as $58,000 to assist
in mitigating the cost of a Planned Unit Development (PUD). Pricing is at 70% of AMI. 25% of the units (6
units) will be sold to households earning less than 50% of AMI.

09:10:57 AM (01:08:53) DISCUSSION: The board discussed a friendly amendment to spread the request for
funds over two budget cycles.

3. 09:14:15 AM (01:12:10) Status update from CAHAB Affordable Housing Ordinance (AHO)
Revision Subcommittee – discussion of suggested changes detailed in Master Document
v2 11‐27‐17.doc (Thane, Guyer, Stratton)
Board member Kevin Thane summarized the intent of the subcommittee to provide affordable housing to
the community and have broken out the responsibilities of the developer from the builder. They also want a
process that is repeatable.
Board member Guyer commented that they are working toward a simple solution. They’re looking at an
incentive which would allow builders to earn back payments for infrastructure rather than applying for
waived fees.
09:23:36 AM (01:21:31) Board members reviewed some of the other significant changes being proposed for
the Affordable Housing Ordinance, including taking the onus off of the owner to sell the property.
09:30:25 AM (01:28:21) Chair LaMeres read Greg Stratton’s comments regarding the subcommittees work
to recommend changes to the Affordable Housing Ordinance (AHO).
09:33:44 AM (01:31:39) Public Comment: Terry Cunningham commended the board on their work with the
AHO, supporting the product that they have developed as it shows creativity and a great deal of thought.
Cunningham also commented on the fact that they have a developer’s perspective and how valuable that is
in creating a useful Ordinance.
