NOA and Agreement with R&R Taylor for Story Mill Park Community Center RenovationCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Carolyn Poissant – Manager of Trails, Open Space, and Parks Design and Development Mitch Overton – Director of Parks and Recreation SUBJECT: Notice of Award for Story Mill Park Community Center Renovation MEETING DATE: January 8, 2018 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve the Notice of Award for a contract not to exceed $250,000 to R&R Taylor Construction, Inc. (“Contractor”) for the Story Mill Park Community Center Renovation project and authorize the City Manager to sign the Notice of Award (Exhibit A of the Construction Agreement) and execute the Construction Agreement (Attachment A). BACKGROUND: In late 2015, the former Boys and Girls Club facility, located at 600 Bridger Drive, immediately adjacent to the new Story Mill Community Park, was listed for sale. Preliminary discussions with The Trust for Public Land were held to explore options for obtaining the facility as an extension of the park and to possibly provide space for recreation division activities. The Trust was ultimately able to secure the property and has transferred ownership of the five-acre site including the 12,000 square foot community center facility as a donation to the city. The property closing was completed on November 30, 2017. In anticipation of the donation of the facility, a line item for $100,000 was included in the FY 2017 budget to hire an architectural team to complete design of basic renovations for the building, with the goal of providing secured reception and office space and associated mechanical, electrical, and computer-access facilities. An additional $185,000 was included in the FY ‘18 budget for construction. The Call for Bids was advertised in the Bozeman Daily Chronicle November 12, 19, 26 and December 3. The lowest responsible bidder was R&R Taylor, Inc. with a base bid amount of $250,000 (see Bid Tabulation – Attachment B). The Contractor’s scope of work includes the following: 1. Install new handicap-accessible ramp and re-align front entry 2. Secured front reception office area 3. Secured Recreation Division staff offices including: a. Recreation leaders work room 21 b. Recreation Manager’s office c. Recreation Assistant Manager’s office d. Small conference room 4. Install separated access / hallway for use of rental spaces, including the kitchen and adjoining activity room and meeting room 5. Heating and ventilation improvements 6. Accommodation for technology appurtenances in all areas The target completion date is June 1, 2018. Recreation staff are expected to move into the facility in early-mid June of 2018. UNRESOLVED ISSUES: None. ALTERNATIVES: Per Commission. FISCAL EFFECTS: The Notice of Award will allow the project to proceed.
