BHPAB AppointmentsCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Bozeman Historic Preservation Advisory Board (BHPAB) MEETING DATE: January 8, 2018 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Bozeman Historic Preservation Advisory Board to the following positions and terms: One professional designation position, term ending June 30, 2018, and/or One architect position, term ending June 30, 2019. BACKGROUND: The Bozeman Historic Preservation Advisory Board (BHPAB) currently has two vacant positions: 1. Professional Designation that meets the Secretary of the Interior’s Professional Qualification Standards, expiring June 30, 2018. 2. Architect that holds state or NCARB registration, expiring June 30, 2019. The Bozeman Historic Preservation Advisory Board was created under Chapter 2, Article 5, and Division 6 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic preservation program designed to promote the preservation of historic and prehistoric sites, structures, objects, buildings, and historic districts by addressing historic preservation issues at the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program includes identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985). The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985). 241 Members are appointed to staggered two-year terms comprised of up to seven members per Ordinance 1927 via any combination of the following: 1. At least three members shall meet the Secretary of the Interior's Professional Qualification Standards in the disciplines of history, planning, archaeology, architecture, architectural history, historic archaeology, or other historic preservation-related disciplines such as cultural geography or cultural anthropology. 2. At least one member shall be an architect holding state or NCARB registration. Retired professionals shall be given consideration equal to that of practicing professionals. Residency within the city shall not be a prerequisite for membership as a professional representative. 3. At least one member shall live in or own property in a Bozeman historic district, on file at the city planning office. A member may be chosen from a locally or nationally designed district. 4. At least four members shall be at-large representatives who reside or own property within the city limits. This board currently has two vacancies. The City Clerk’s Office has received three applications, with their relevant qualifications indicated below. The professional qualifications have been confirmed by the Clerk’s office: 1. I am currently working at CTA Architects Engineers as a Historic Preservation Architect-In-Training with all of the projects I have worked on focusing on preservation of historic buildings. The most recent project I've worked on in town is the Masonic Temple building. Before coming to CTA I worked at the Montana State Historic Preservation Office as well as Montana Preservation Alliance.
