The following representatives have been designated for the work performed under this Task Order: City: Shawn Kohtz,P.E. Contractor: Tony Gaddo,P.E. SCOPE OF WORK: The scope of work for Task Order No. 17 is detailed in the attached Exhibit A-17 Project Scope of Services. COMPENSATION: Contractor shall be reimbursed on a lump sum basis for Phases 1-3 and time and materials basis for Phases 4-13, with a total cost not to exceed $57,165.00. The total cost for Task Order No. 17 is detailed in the attached Exhibit A-17 Project Scope of Services. Contractor shall invoice no more often than monthly for services provided in the prior month. The provisions of the Professional Services Master Task Order Agreement and any Special Terms and Conditions and/or Exhibits or Attachments to this Task Order shall govern the Work. Title: CA I Title: r^ II�J :r(e�S S �r✓iS�� Date: t ` Date: 1217120 l 7 Fed.ID.No. 92-0166301 'IfBOWL Exhibit A-17— Scope of Services November 20, 2017 Professional Services Agreement for Streets and Utilities Land Agent Services Project Scope of Services Task Order No. 17 The scope of services for this City of Bozeman (City) Project is to complete the conceptual design and alternative analysis activities for a new sanitary sewer main and to acquire the necessary rights-of-way (R/W). The City will be constructing new sanitary sewer main improvements to allow future development in the Aajker Creek drainage basin and surrounding area. This project will serve as the conceptual engineering and right-of-way phase for the Norton East Ranch Outfall Diversion project in Bozeman, Montana (see Figure 1). The intent of this scope of services and corresponding cost estimate is to provide limited survey and conceptual design engineering services on a lump sum basis for activities 1.0-3.0. R/W acquisition services in activities 4.0-13.0 are on a time and materials basis. Additional costs related to the actual land purchase price, relocation costs paid to property owners, and any costs associated with eminent domain proceedings are not included in this scope of services or cost estimate. The following activities will be conducted as outlined below. 1_0 PROJECT RESEARCH • Obtain and review available preliminary design plans. • Obtain and review available project documentation. • Coordination meeting with the project team members. • Obtain current deeds and ownership information. 2_0 SURVEY • Complete a limited survey to collect elevation data of the relevant manholes, sewers, storm water facilities, water courses and any other features affecting the vertical depth of the proposed routes. Additional limited survey will be conducted to locate existing property pins for Parcel 4 and 5. • The survey data will be correlated to available topographic data to generate a conceptual sewer profile for the route or routes. 3_0 SEWER MAIN ROUTE ALTERNATIVE EVALUATION • Identify preliminary route options and constraints. • Meet with City to discuss the options and determine which options warrant further consideration. • Evaluate the options with respect to the horizontal alignment impacts to property and existing infrastructure including roads, utilities, and both natural and man-made water courses. tDOWL Page 1 of 4 Exhibit A-17—Scope of Set-vices November 20, 2017 • Evaluate the options with respect to the vertical grade required to avoid existing utilities, provide acceptable separation with natural and man-altered water courses and result in acceptable depth for access and maintenance of the sewer. • Provide an alternatives summary and constraints description of the conceptual design alignments and grades along with a conceptual level cost estimate for the proposed alternatives. Deliverables: • Alternatives summary. • Conceptual design alignment plan and profile drawings. • Conceptual cost estimates. 4_0 INITIAL PROPERTY OWNER CONTACT • Compile contact information. • Initiate contact with owners. 5_0 R/W MAPPING&EXHIBITS • Review proposed R/W acquisition areas. • Road easements will be acquired from Parcel 4 for future road improvements to Cattail St. Sanitary sewer easements will be acquired from Parcels 2, 3, 4, and 5, as needed. Parcel 1 is owned by the City and will not require an easement. • Prepare preliminary permanent and/or temporary easement exhibits for five (5) parcels of land, as required. • QA/QC of exhibits. 6.0 TITLE COMMITMENTS • Title commitments will be secured for three (3) parcels requiring property acquisition, Parcels 2, 4, and 5, as required. • Team coordination. 7_0 APPRAISALS • Full appraisal reports will not be prepared for this project. • Waiver valuations will be completed for three (3)parcels by DOWL. • A compensation valuation will be prepared for Parcel 1 to address private property features impacted by the project, as required. • Valuation of acquired property or impacted private property features for Parcel 3 is not included in this scope. • Team coordination. • QA/QC of waiver valuations. Page 2 of 4 � � BOWL Exhibit A-17—Scope of Services November 20, 2017 8_0 PREPARE CONTRACTS • Permanent and temporary easements will be acquired for five (5)parcels, as required. • Prepare preliminary acquisition documents. • Prepare preliminary acquisition costs. • QA/QC of documents. 9_0 ACQUISITIONS • Conduct pre-acquisition meetings. • Conduct meetings with property owners. • Prepare final acquisition documents. • Prepare final acquisition costs. • Acquisition meetings for Parcel 3 are not included in this scope of services. • QA/QC of deliverables. Deliverables: • Final acquisition documents including costs. 10.0 R/W AND DESIGN PLAN UPDATES • Based on acquisitions and agreements, updates to the preliminary easement exhibits will be completed, if required. 11.0 CLOSING • Prepare final title transfer documents, and schedule closing dates. • Attend closing meeting. 12.0 FINAL SUBMITTAL AND CLOSEOUT • Deliver completed title transfer documents. • Project closeout. • QA/QC of deliverables. Deliverables: • Final signed title transfer documents. 13.0 CONTINGENCY Due to the nature of property acquisition work, the time required to work with individual property owners varies significantly. The scope of services as detailed in this document includes all the necessary steps to acquire property from private owners, but much of that work relies on good cooperation and timely responses from all parties. The contingency item serves to capture the possible additional costs incurred during the acquisition process due to challenging situations with property owners.
