FROM: Rick Hixson, City Engineer SUBJECT: Right of Way Acquisition Professional Services Agreement Task Order 17, Norton East Interceptor
AGENDA ITEM TYPE: Consent MEETING DATE: December 18, 2017
RECOMMENDATION: Authorize the City Manager to execute Task Order 17 with Dowl to provide Right-of-Way (R/W) acquisition services for the Norton East Ranch Interceptor as part of the current term contract. BACKGROUND: The City's existing wastewater collection system does not have enough capacity to collect all of the flows from the full development of the Aajker Creek and Baxter Creek Drainage Basins. Most of the flow is proposed to be collected by a new extension in the Aajker Creek drainage basin and enter the system at the Norton East Ranch Outfall Interceptor. The Norton East Ranch Outfall Interceptor will be constructed from
the intersection of Baxter Lane and Flanders Mill Road to the proposed Davis Lane Lift Station north of Interstate 90 and will be a 27-inch sanitary sewer pipe. The funding for this project was recently approved with the Wastewater Impact Fee Capital Improvement Plan. While the Wastewater Master Plan indicates the general location of this interceptor, the exact alignment has not yet been established. The purpose of this Task Order is to identify the most practical
route for the sewer based on maintaining the proper grade, identify the R/W needed for that alignment and acquire the necessary easements. The City has previously entered into a Professional Services Agreement (PSA) with Dowl to provide corridor R/W acquisition services. The intent of this agreement was to issue task orders for each separate acquisition to be pursued. This effort and the attached Task Order is in conformance with that PSA.
UNRESOLVED ISSUES: None.

FISCAL EFFECTS: Fees for the pre-design and acquisition effort for the Norton East
Interceptor as detailed in the Task Order are $57,165.00. Fees will be paid for from the Wastewater Impact Fee fund. ALTERNATIVES: As suggested by the City Commission.
