MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Bozeman Parking Commission with one term ending June 30, 2019 and one term ending June 30, 2021.
BACKGROUND: The Bozeman Parking Commission has two vacant positions, one with an existing term expiring June 30, 2019 and one with an existing term expiring June 30, 2021. Two new applications have been received.
The Bozeman Parking Commission is responsible for managing and regulating public parking in the City's Parking Districts to best serve the needs of its customers: businesses, residents, employees, and visitors. The public parking garage in the city center is also under their authority. The Parking Commission was created under Section 7-14-46, M.C.A., and Commission
Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976, and Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005. The Parking Commission is a seven-member administrative board and also advises the
Commission regarding parking and fines in the "B-3" zoned area of the city. Under statutory provisions, members of the board are appointed by the Mayor, with the approval of the Commission, to staggered four-year terms. In the past, every effort has been made to appoint business people who have been assessed for SID No. 565, which provided the funding for the four off-street parking lots over which the Parking Commission has control.

I would like to volunteer my skills and experience to help ensure that Bozeman’s parking is managed in the
manner that best supports the economic vitality and quality of life for residents of the city. I believe that my
experience as a transportation planner and training as an economist will make me an asset to the advisory
board.
Professionally, I work as a transportation data scientist, in which capacity I combine the domain expertise of
a transportation planner with the skillsets of a statistician and computer programmer to advise
transportation agencies of the effective allocation of resources and evaluating performance and
effectiveness.
Personally, parking engages my interest. I’ve attended lectures/workshops on the topic, met and worked
with the Pittsburgh Parking Authority, and read considerably on the subject.
In particular, I’m interested in exploring with the Parking Commission whether the current B-3 parking
district optimally manages available parking resources to maximize turnover and economic activity in the
core downtown area, and to investigate if City Commission should consider establishing a Residential
Parking Permit (RPP) Only district for the B3 halo to balance the interests of increasing density and infill
development in the B-3 zone with the quality of life interests of residents in and immediately surrounding
the B-3 zone. I’m aware that establishing a RPP district is the responsibility of City Commission, but believe
the Parking Commission should advise on whether or not such action would be appropriate and beneficial.
Effective parking policy will maximize economic activity and quality of life, while promoting public health
and safety, and support density and infill. I would like to be a part of continuing to craft and promote such
policy.
A bit more about my background and qualifications: I graduated with degrees in Economics and History
from MSU-Bozeman in 2010. I spent the next five years in senior leadership and entrepreneurial roles, first
as the chief operations officer of what is now the second largest pain management medical group in the
United States, and then as co-founder of a medical business services company. I enrolled in grad school in
2015 to train as a data scientist.
I graduated in December 2016 from the Heinz College School of Information Systems Management and
Public Policy Management at Carnegie Mellon University.
My Master’s capstone coursework included a four-month engagement with the City of Pittsburgh’s
Department of Public Works in a project to improve compliance with the city’s street sweeping parking
restrictions. I lead our team digitizing (for the first time) the city’s existing parking restrictions and made
this data available through the city’s GIS portal. In addition, my colleagues and I simultaneously crafted a
policy package and engaged with local civic entrepreneurs to create a notification reminder system. When
fully implemented, we estimate the combined effect to be a 33% reduction in the number of sweeping
parking violations, improving both sweeping effectiveness and city-citizen interactions.

A graduate of Bozeman High School, I returned to town after completing my Masters degree and have
worked here since 2003 in non-fiction and documentary film and television. My history in a place where my
family still lives and where I am now raising two daughters shapes my interest in and commitment to its
future.
In 2015, my husband and I completed the redevelopment of a building and property located in downtown
Bozeman. The 1929 warehouse is now home to our film business, two non-profits, and a tech startup.
Through the project, I became much more aware of the fundamental relationship between parking and
use, economic development, and neighborhood character. I now “see” the shaping force of an
infrastructure I had previously taken for granted. I would look forward to a chance to work in service of our
vibrant, growing community as a member of the parking commission.
