E. Action Items:
1. 08:04:30 AM (00:02:36) LAKES AT VALLEY WEST PLANNED UNIT DEVELOPMENT APPLICATION NO.
17239 (Policy and Planning Manager Chris Saunders on behalf of Applicant)
The developer of the Lakes at Valley West requests consideration of two items:
a) Alternate compliance to the terms of 38.43 through an upcoming PUD. They propose an alternate
income qualification approach as shown in the attached materials.
b) Impact fee support for townhomes to be constructed. See the attached materials. Four homes are
presently contemplated with up to four more at this time.
More information regarding the project is provided in the attached documents.

Recommended Motion: Having considering the request and relevant information, we recommend approval
of the impact fee subsidy requested for the Lakes at Valley West if it is determined that the AHP meets the
requirements of the City of Bozeman Affordable Housing Ordinance.
08:10:03 AM (00:07:36) Saunders opened up for questions from board members.
08:10:10 AM (00:07:44) Board member Kevin Thane asked Planner Saunders to explain impact fees and
what the applicant is asking for compared with the total impact fees with the units being proposed as
affordable housing.
08:11:19 AM (00:08:53) Planner Saunders provided a more in depth explanation of impact fees and where
the funding originates.
08:16:07 AM (00:13:50) Board member David Magistrelli explained that he has had experience where
Habitat for Humanity has received waived impact fees with the condition that if the home is sold to a non-
Habitat for Humanity family, the impact fees would need to be repaid.
08:18:30 AM (00:16:41) Board member Hattie Baker Graham asked the applicant how he was able to factor
in the land cost for this project. Greg Stratton explained that his lots in Valley West are less expensive due
to the smaller lot size and the density of the development.

2. 08:23:32 AM (00:21:06) Update from Professor Ralph Johnson’s MSU School of Architecture
students – summary report of:
a) 08:23:42 AM (00:21:16) Trip to Missoula and affordable housing discussions with Don MacArthur and
Heather McMilin
b) 08:24:55 AM (00:22:29) Interviews conducted with members of the City Commissioners, Commission
Candidates, Developers and Builders, City Officials as well as several human resource directors and
business owners.
c) 08:27:03 AM (00:24:37) Highland Boulevard (cemetery land) site proposed for affordable housing
08:27:15 AM (00:24:49) Students examined City land, owned by the Cemetery, which they thought
might be appropriate for affordable housing. The land is located S. of Main Street on Highland Blvd on
the east side of Highland between the baseball fields and the street. The location is currently zoned PLI,
but the students thought that since it was near R1 zoning, there may be an opportunity to change.
The current site is roughly 102,000 sq. ft., which provides 51,000 sq. ft. of building space with 36ft
height.
08:30:28 AM (00:28:01) Board member Brian Guyer asked about PLI zoning and what that indicates.
08:31:19 AM (00:28:52) Thane asked for clarification on what multi-family building opportunities there were
with the site under discussion.
Director Matsen advised the students to look at the PUD zoning and the flexibility that would offer as
opposed to straight zoning, particularly R1, which is the lowest density.
08:35:59 AM (00:33:32) Thane asked the students to talk more about their Missoula experience with looking
at affordable housing. One student stated that she was surprised that the affordable housing didn’t solely
focus on engineering and value, but also focused on aesthetics.
The rent for the affordable units were income based and varied based on the resident’s monthly income.
08:41:54 AM (00:39:27) Commissioner Pomeroy asked Director Matsen how difficult it would be to change
PLI zoning to R4 zoning. Matsen answered the question and also discussed other factors to consider when
trying to maximize limited space.
08:46:11 AM (00:43:44) When asked which image the students would pick to build in Bozeman, the students
chose ‘Sweet Grass Commons’ shown on p. 11 of the presentation.
08:47:49 AM (00:45:22) Commissioner I-Ho Pomeroy, Director Matsen and presenter Kara discussed
underground parking.
08:54:19 AM (00:51:53) Submit request to City Commission that the City put the unused land at the
extension of Davis going south from Oak into a land trust to be used for affordable housing. (Thane)
08:56:41 AM (00:54:15) Director Matsen recommended that the board check with Public Works to see if
there is a set plan for that land. Matsen offered to contact Public Works and have his staff do a brief review
to see what opportunities the land has to offer if it is available.
3. 09:04:30 AM (01:02:03) Community Affordable Housing Fund Balance financial update (LaMeres)
09:08:29 AM (01:06:02) Commissioner I-Ho Pomeroy asked about the affordable housing planner position.
Matsen stated that he does not have authority to hire that position until January 1, 2018, but that he would
like to be sure that the position will be longer term prior to hiring someone. He hoped to discuss this with
the new City Manager once she starts. Matsen and the board continued to discuss the role of the Affordable
Housing Planner and the related funding.
09:15:00 AM (01:12:59) Hattie Baker Graham commented that she’d like to see the affordable housing
position partner with the organizations so as not to duplicate work and be able to move forward with
projects successfully.
09:19:44 AM (01:17:17) Thane followed-up on the vote that CAHAB made in order to request Deputy Mayor
Cyndy Andrus to attend a meeting in order to discuss employer provided affordable housing.
4. 09:22:33 AM (01:20:06) Status update from CAHAB Affordable Housing Ordinance (AHO) Revision
Subcommittee (Thane, Magistrelli, Guyer, Stratton)
Board member Brian Guyer stated that his team is going section by section through the Ordinance and have
come up with some good ideas, which they will present.
