COMMISSION RESOLUTION NO. 3818
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, ACCEPTING THE RECOMMENDATIONS FROM THE LIBRARY LAND
TASK FORCE.
WHEREAS, in 2000 the City Commission recognized the need for a larger library facility to
serve the community and outlying areas; and
WHEREAS, on March 26, 2001 the City Commission adopted Commission Resolution No.
3429, placing on the ballot a $4 million general obligation bond issue "for the purpose of acquiring land
for and designing, constructing and equipping either a new public library or designing, constructing and
equipping an expansion of the existing library"; and
WHEREAS, those bond proceeds, when coupled with other revenue sources for the new library
project, are not adequate to cover the costs of the project; and
WHEREAS, it was determined a task force comprised of representatives of a broad cross
section of the community be appointed to assist the City in identifying possible new sources of funding;
and
WHEREAS, the task force submitted its unanimous recommendations to the City Commission
at its June 27 meeting.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman,
Montana, that the Commission accept the unanimous recommendations from the library land task force,
comprised of: Jeff Ball, neighbor; Ron Brey, Assistant City Manager; David Cook, Recreation and Parks
Advisory Board; AI Kesselheim, Library Board of Directors; Chris Kukulski, City Manager; Joe McCarty,
Gallatin Valley Land Trust; Chris Mehl, Library Foundation; Alice Meister, Library Director; Bill Muhlenfeld,
developer; Dede Taylor, Historic Preservation Advisory Board; and Marcia Youngman, City
Commissioner, as follows:
1. Use current funds on hand in the Parkland
Trust Fund (cash-in-lieu of parkland monies)
2. Apply for CTEP funds to cover costs of
landscaping at library site
3. Sell approximately one acre east of and
adjacent to Story Distributing for construction
of approximately 1 O,OOO-square-foot "green"
building which complements the library, park
and cemetery, and require purchaser to also
purchase and remediate Story Distributing
site and provide access to library site

4. Earmark a portion of future parkland
improvement grant monies for development
of the library site
5. Restore wetlands and riparian corridor with
In-Lieu-Fee Aquatic Resource Mitigation funds
through the Montana Wetlands Legacy
6. Reserve a site for reconstruction of the old
Milwaukee Railroad depot, to be funded through
community or private funding
