REQUEST FOR PROPOSALS FOR GRAFFITI ABATEMENT PROGRAM
The City of Bozeman (“COB”) is seeking proposals from qualified firms to provide full
service professional graffiti documentation, reporting and abatement services. The goal is to provide a system for reporting, documenting and removing graffiti in the COB. Graffiti removal is a city-wide effort involving all City departments including public works, parks, police, fire, facilities and parking. Graffiti abatement services will apply primarily to assets
owned and operated by the COB. However, additional services for private and other

Five copies of the proposal must be submitted no later than 3:00 p.m. on Friday, December 22, 2017 to: City Clerk, City of Bozeman 121 N. This Request for Proposals will be published in the Bozeman Daily Chronicle on the following dates:
December 10, 2017 and December 17, 2017.
Any submitting entity under this request for proposals must sign and return the required affirmation stating that they will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation,
gender identity or disability in the exercise of contract should it be awarded to that
entity. Each entity submitting under this notice shall also recognize in writing the eventual contract will contain a provision prohibiting discrimination as described above and this prohibition on discrimination shall apply to the hiring and treatment of the Contractor’s employees and to all subcontracts.

REQUEST FOR PROPOSALS
GRAFFITI ABATEMENT PROGRAM
INTRODUCTION
The City of Bozeman (“COB”) is seeking proposals from qualified firms to provide full service professional graffiti
documentation, reporting and abatement services. The goal is to provide a system for reporting, documenting
and removing graffiti in the COB. Graffiti removal is a city-wide effort involving all City departments including
public works, parks, police, fire, facilities and parking. Graffiti abatement services will apply primarily to assets
owned and operated by the COB. However, additional services for private and other property may be requested
as needed.
City of Bozeman is looking for a full-service company with demonstrated city beatification experience to create,
develop, maintain and continually improve a graffiti abatement program.
PRELIMINARY SCOPE OF WORK
The preliminary scope of services is provided below. Additional services may be added during contract
negotiations. It is also possible that services could be deleted through negotiation. The proposer may
recommend addition/deletion of services or modification of services in describing its particular understanding
and approach for the work.
Scope of Services:
• Create a cataloged list of the COB existing backlog of vandalism for the purposes of projecting costs and
establishing a baseline for graffiti removal program performance.
• Develop a web portal for the City of Bozeman employees to log in and report graffiti that complies with
all COB web policies and procedures.
• Develop and monitor a graffiti removal hotline for COB employees to report instances of graffiti.
• Work with the COB to establish protocols for the abatement program.
• Have a minimum of 3 years of experience with a suite of eco-friendly of graffiti abatement solutions
including but not necessarily limited to:
o Graffiti removal chemicals, equipment and experience utilizing industry best practices for graffiti
removal on the full spectrum of surfaces present in the COB and proper chemical disposal.
o Pressurized equipment and experience utilizing industry best practices for graffiti removal using
dustless, soda, ice and other solution on the full spectrum of surfaces present in the COB.
o Vinyl wrap graffiti prevention and experience with conformable graffiti resistant vinyl products.

o Paint cover up (sacrificial and non-sacrificial) and experience to utilize industry best practices for
paint as a graffiti cover-up and prevention and proper disposal.
Cost Proposal.
Final costs will be determined during negotiation with the selected firm. However, proposal should contain an
estimated annual cost and document the basis for the cost estimate. Firms may choose to provide costs
estimates and fixed annual cost, hourly cost, per unit cost or a combination as appropriate. Contract duration is
negotiable, but anticipated to be 3 years.
PROPOSAL REQUIREMENTS
Five (5) copies of the proposal, and one electronic searchable PDF file, must be submitted no later than 3:00 pm
on December 22, 2017 to the City Clerk at the physical address below. Proposals shall be individually bound and
presented in a neat and orderly fashion. Please note that the USPS will not deliver mail to this location.
Proposals must be shipped or hand delivered. Late proposals will not be considered.

Proposals shall, at a minimum, include the following items:
• A narrative describing the firms understanding and approach for the project. Specific challenges should
be identified along with unique solutions proposed to complete project tasks and achieve project goals.
• A proposed work plan indicating services to be provided, work schedule, personnel expected to perform
the work, prior work history and the involvement anticipated of COB staff.
• Qualifications of key individuals assigned to the project, their availability and their recent experience on
similar projects.
• References for similar graffiti removal and prevention work performed within the last five years, and
two examples of work produced under similar contracts.
• A completed and signed Non-Discrimination Affirmation Form (see Attachment A).

FIRM SELECTION
Firm Selection will be determined based on the following criteria:
1) Demonstrated understanding of scope and nature of graffiti/vandalism in the COB. (25%)
2) Experience with best practices for graffiti abatement, reporting and documentation (50%)
3) Estimated annual program cost (25%)
Award will be made following contract negotiations to the most qualified firm at a price which the COB
determines to be fair and reasonable taking into account the estimated value of services to be rendered, as well
as the scope, complexity and professional nature thereof.
If the COB is unable to negotiate a satisfactory contract with the firm initially selected at a price the COB
determines to be fair and reasonable, negotiations with that consultant will be formally terminated and the COB
will select another firm until an agreement is reached or the process is terminated.
