Decision to Reconsider Bridger Vale Annexation1 REPORT TO: Mayor and City Commission FROM: Chris Saunders, Community Development Manager Martin Matsen, Director of Community Development SUBJECT: Schedule Reconsideration of Action Regarding Bridger Vale Annexation and Zone Map Amendment, located at 806 Manley Road, Application 17230 MEETING DATE: December 4, 2017 AGENDA ITEM TYPE: Consent RECOMMENDATION: That the City Commission determine whether or not to reconsider the prior action to not annex and zone the Bridger Vale development, application 17230, and direct staff to prepare any required public notice. RECOMMENDED MOTION: I move to reconsider the prior action to not annex and zone the Bridger Vale development, application 17230, and direct staff to prepare the required public notice and set a public hearing date. BACKGROUND: On October 23, 2017, the City Commission held a public hearing to consider the possible annexation and initial zoning for 6.49 acres located at 806 Manley Road. After conducting the public hearing, the Commission discussed the application and a motion to approve the annexation failed on vote of 2-3. The agenda number is H.6 and the item begins at three hours and twelve minutes into the meeting. The applicant’s representative submitted a request for the City Commission to reconsider this action. See the attached letter. On December 4th, the City Commission will decide whether or not to formally reconsider the application. If the decision is no, then no further action will occur. If the decision is yes, the Commission will need to set a date for reconsideration. The date will need to be far enough to the future to allow the required publication of notice of a public hearing. This requires at least 18 days before the date of the future hearing. At that future hearing, the standard public hearing process will occur including presentation of the application by staff and applicant. An updated staff report will be provided. Staff previously recommended in favor of the annexation and requested zoning with several terms of annexation and contingencies for the zone map amendment.
