Dear Ms. Meyers;
Thank you for allowing us to participate in this program.
As in years past, our need is for a flusher truck and sweepers; we continue to use sand in our operations
because of our winter condition. This is beneficial to the traveling public during icy conditions but also
brings cleanup expenses and air quality issues if we do not get the sand picked up in a timely manner.
In the spring, we wash MDT's and our concrete medians, pedestrian ramps, bike lanes and curb lines.
Biking is a very popular form of transportation in Bozeman and we are committed to keeping the bike
lanes clean for almost year round travel. We are looking to replace our flusher truck because of age
and it is a manual transmission. New CDL regulations require the driver to test in the type of equipment
with the transmission that they will drive. Our only manual transmission in our fleet is the 1999 flusher
truck that cannot tow a trailer. Our drivers frequently have to tow a trailer therefore need to test with a
trailer. Our seasoned employees who got their CDL before the rule change are the only ones that can
drive the flusher truck. Employees that can drive the truck continue to dwindle with retirements. We
have in our capital plan money to replace this truck so we have the matching funds available. Our oldest
mechanical sweeper has almost 10,000 hours logged and scheduled for its second elevator replacement
at a cost of$15,000. This money has been budgeted along with money to lease a replacement sweeper.
We have the matching money for a sweeper available.
We maintain over 240 road miles within the city and pride ourselves on keeping them clean. By keeping
the streets clean it in turn keeps the air clean which is good for everyone. Updating our fleet will help us
in achieving our goals in keeping Bozeman a healthy and clean place to live.

Subject: Notice of MACI Air Quality Equipment Purchase Program
The Montana Department of Transportation (MDT) is accepting applications for the Montana Air
and Congestion Initiative (MACI) biennial equipment purchase. You have received this invitation
to apply because your area may be eligible. Montana's MACI program is a subset of the federal
Congestion Mitigation and Air Quality Improvement (CMAQ) program. The CMAQ program was
implemented to support surface transportation projects and other related efforts that contribute
air quality improvements and provide congestion relief.
Program Purpose: Studies have shown the use of equipment that reduces particulate matter to
be an effective means of improving air quality. Through this program, MDT coordinates with
communities to purchase this equipment, including street sweepers, flush trucks and, in some
cases, deicing equipment for areas across the state that are either in nonattainment of federal
air quality standards for fine dust or have been identified as"at-risk" of violating the standards
monitored by the Department of Environmental Quality.
Funding: This program provides 86.58% of the funding; the remaining 13.42% must be
provided as a match requirement.
Eligibility: Eligibility for the program is based on an area's Particulate Matter 10 (PM,o)
nonattainment status, or from being identified as being "at risk" of becoming nonattainment for
PM,o by the Montana Department of Environmental Quality(DEQ).
Award Determination: Awards of MACI program funds will be based on factors such as
available funding, DEQ prioritization of PM,o areas, asset management of existing equipment,
stated need, and the total number of applicants. The narrative and equipment inventory
information requested on the enclosed form will help MDT prioritize statewide equipment needs.
MDT Planning Division: The MDT Rail, Transit and Planning Division.will develop funding
agreements outlining the financial responsibilities of each party and invoice the local or tribal
government as outlined in the executed agreement.
Awardee: The awardee will pay the match portion of cost(13.42%), verify equipment
specifications with MDT, and be responsible for receiving equipment from Helena MDT.

Application Requirements:
1. Justification Letter- Include a letter of justification detailing equipment needs and ability
to meet the match requirement.
2. Equipment Request- Prioritize (1st, 2nd, 3rd, etc.)and list current equipment needs on
the MACI Equipment Request form (attached). This form includes a list of equipment
types and estimated costs for planning purposes.
3. Current Equipment Inventory- Complete the Existing MACI Equipment Inventory form
(attached)for existing equipment previously purchased through the MACI Program(use
extra pages as needed).
