Resolution 4786, Adopting the Rose Park Master Plan Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Carolyn Poissant – Manager of Trails, Open Space, and Park Development Mitch Overton – Director of Parks and Recreation SUBJECT: Resolution No. 4786 – Adoption of Rose Park Master Plan MEETING DATE: November 27, 2017 AGENDA ITEM TYPE: Consent RECOMMENDATION: Adopt Resolution 4786 adopting the Rose Park Master Plan BACKGROUND: Resolution No. 3605 approved the Land and Water Conservation Fund (“LWCF”) grant application for development of a disc golf course at Rose Park. A park master plan was developed in partnership with the disc golf user group and an $89,018 LWCF grant was awarded in 2003 and utilized to develop the disc golf course (Attachment A). The pavilion and restroom have not yet been funded for construction. The Rose Park disc golf course master plan was approved by Commission but a Commission Resolution was not adopted at that time. In early 2016, the disc golf user group approached Parks Department staff with a conceptual plan to revise the layout and upgrade the features of the course and park. At about the same time, an informal application to develop an apartment complex (“Farran Realty Apartments – West”) on a 10-acre site north of Tschache Lane across from Rose Park was submitted to Community Development. The developer approached the Parks Department about doing improvements-in-lieu of park land dedication to construct the pavilion in Rose Park, in addition to some recreational amenities for residents inside the complex (see narrative - Attachment B). Working together with the disc golf user group and Parks Department staff, the developer has produced (at their expense) a revised master plan for Rose Park as well as a site plan for the proposed improvements to be installed and paid for by the developer. The Recreation and Parks Advisory Board (“RPAB”) Subdivision Review Committee unanimously recommended approval of the improvements-in-lieu proposal on February 16, 2017. The full RPAB unanimously approved the recommendation that Commission adopt the updated Rose Park Master Plan (Exhibit A) at their regular meeting on March 9, 2017 with seven voting members present. UNRESOLVED ISSUES: The proposed development and improvements-in-lieu proposal must obtain all necessary approvals and a license agreement must be obtained with Commission approval to construct improvements on city park property. ALTERNATIVES: Per Commission. 39 FISCAL EFFECTS: The master plan provides the blueprint for future park improvements, such as improvements-in-lieu proposals and capital improvement projects. ATTACHMENTS: Resolution 4786 with Exhibit A – Rose Park Master Plan Attachment A - Rose Park LWCF Grant for Disc Golf Course_Narrative and Master Plan Attachment B – Rose Park Master Plan_ Farran Realty DRC Submittal Narrative Report compiled on: November 13, 2017 40 COMMISSION RESOLUTION NO. 4786 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ADOPTING THE ROSE PARK MASTER PLAN WHEREAS, the Bozeman Municipal Code Section 26.02.220 states, “the Commission shall authorize any conceptual changes, new development, or redevelopment aspects of changes in all city parks proposed by the staff;” and WHEREAS, Section 1.8.2 of the Parks, Recreation, Open Space and Trails (PROST) Plan delineates a process for preparing and amending park master plans; and WHEREAS, the PROST Plan states, “the Parks Division will prepare a resolution formally adopting the new or amended park master plan and schedule the item for City Commission’s Consent Agenda;” and WHEREAS, the process for preparing the Master Plan for Rose Park included input from park users and stakeholders and was reviewed at a public meeting by the Recreation and Parks Advisory Board as called for in the PROST Plan; and WHEREAS, the Recreation and Parks Advisory Board unanimously recommended approval of the Rose Park Master Plan at their regular meeting of March 9, 2017. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that 41 Section 1 Authority. The Rose Park Master Plan (“Exhibit A”) is hereby adopted, in accordance with Section 1.8.2 of the Parks, Recreation, Open Space and Trails (PROST) Plan and Section 26.02.220 of the Bozeman Municipal Code. A development of this type typically requires parkland dedication or cash in lieu of parkland dedication to fulfill requirements of City code. The location of this project is adjacent to the mostly undeveloped Rose Park, which is owned and operated by the City of Bozeman Park and Recreation Department. In this case, the developer is proposing improvements in lieu of parkland dedication. The project was preliminarily reviewed by Community Development in February, 2016. At that time the City’s Park and Recreation Department found it acceptable for the developer to provide improvements in lieu of parkland dedications, see attached memo from Park and Recreation dated February 16, 2016. The actual parkland calculations are as follows: Required: 0.03 acres/dwelling unit x 12 dwelling units (max allowed by state law) x 9.66 (next acres of development) = 3.48 acres or cash-in-lieu price approximately $120,000. Project Goals: The developer is now moving forward with proposing the necessary improvements to fulfill the parkland requirements. A representative has met and had discussions with City Park and Recreation and with the local non-profit disc golf group to get feedback on the development of Rose Park. The disc golf group has provided input and direction on the updated Master Plan for Rose Park, provided, which is planned to be developed in Phases. Phase 1 will include the proposed improvements to the park to be completed by Farran to fulfill their parkland requirements. Farran understandings Phase 1 will include approximately $190,000 worth of improvements (memo from preliminary meeting attached). The Recreation and Parks Advisory Board Subdivision Advisory Subcommittee recommended approval of the proposed improvements in lieu at their meeting on February 16, 2017. The Recreation and Parks Advisory Board Recommended approval of the updated Rose Park Master Plan at their meeting held on March 9, 2017. Improvements: Phase 1 improvements include: •Large Main Pavilion, including ADA Access Attachment B - Rose Park Master Plan Narrative 58 March, 2016 PAGE NO. 2 tdhengineering.com • Disc Golf Practice Area and Associated Trails • East/West Connector Trail • Adjustment of North/South Trail to Ensure it is on Park Property • Parking Lot Landscape Island • Additional Trees and Landscaping on North portion of Site Schedule: Farran is currently working on development plans for the adjacent multi-family housing project and would like to see the Rose Park improvements run concurrent to that project. The project will be submitted to the Development Review Committee in early March. Parking: There is an existing off-street parking lot located on the north side of the site, no new parking would be added at this time. One landscape island is proposed in Phase 1 to meet City Code. Phasing: As stated Phase 1 would include improvements up to the approximately $190,000, see attached cost estimate. Future Phases would be managed by the City Park and Recreation Department in conjunction with the disc golf group. North 25th Ave is required per the City’s Land Development Code, the improvements associated with North 25th Avenue are being deferred until the property to the west is developed. Improvements will include the street, curb & gutter, a 6-foot sidewalk and boulevard trees located at 50-foot centers. The cost of these improvements have been included in Park & Recreations Capital Improvement Plan.
