RPAB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Recreation and Parks Advisory Board (RPAB) MEETING DATE: November 6, 2017 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to four members to the Recreation and Parks Advisory Board to the following positions and terms: One City Resident Position with an existing term of December 31, 2018, One City Resident Position with an existing term of December 31, 2019, and/or Two Secondary or Home-Schooled Student Positions with updated terms of October 2, 2018. BACKGROUND: The Recreation and Parks Advisory Board has four vacant positions, one City Resident with an existing term of December 31, 2018, one City Resident with an existing term of December 31, 2019 and two Secondary or Home-Schooled Students with updated terms of October 2, 2018. Five new applications have been received. Two Secondary or Home-Schooled Student vacancies remain with no new applicants who fit the requirements. The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman Municipal Code. The Board consists of up to fourteen members appointed by the City Commission serving three-year staggered terms, except for the two students, who serve one-year terms. Members must represent the following: 1.Seven of the members shall be city residents appointed by the city commission; 2.Two members shall be recommended by the county board of commissioners, with finalappointment to be made by the city commission; 3.Up to (3) additional at-large members may be appointed by the city commission, with cityresidency being a consideration, but not a mandatory requirement; and 415 4.Up to (2) student members from area secondary schools, including home schooled students, may be appointed by the city commission, with city residency being a consideration,but not a mandatory requirement. A majority of the members, regardless of the Board's size, shall be residents of the City. The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process. The Board currently has four vacancies. I am a geographer currently working towards a PhD in EarthSciences at MSU. In my training I have taken courses in community planning and recreation. 417 Specifically, my Master’s thesis project examined visitation levels, types of utilization andeffectiveness of park accessibility, and infrastructure of a park designed exclusively for senior citizens. During this research I became familiar with the academic literature on recreation andpublic park spaces in a local community context. I interviewed government officials about the planning process and recreational experts on the park’s layout, infrastructure andappropriateness for the senior population. Currently I am the Chair of the 2017 MSU Earth Sciences Colloquium of which I was the Co-Chair last year. In these leadership positions Ihave learned how to collaborate to solve problems and think critically about the many facets of an emerging issue or question. I have acquired applied skills including those related tomeeting management, active listening and organization. I feel passionate about contributing to the community in which I reside. Bozeman is not just a stopping point during the course of mystudies, it truly feels like and is home. I feel it is my duty and privilege to serve the City in a civic capacity.
