MEETING DATE: November 6, 2017 AGENDA ITEM TYPE: Consent. RECOMMENDATION: Authorize the interim City Manager to approve SITSD’s Tableau Server Environment Service Agreement. BACKGROUND: The City of Bozeman has maintained a partnership with the State of Montana to provide a platform for access to open data and business intelligence since early 2014. The State of Montana has recently announced they will be migrating to a new application in an effort to enhance transparency throughout state and local government. http://transparency.mt.gov/ The State will continue to host the backbone of the system, allowing the City to create and update local content. Benefits include advanced analytics and public access to real-time data. This project aligns with current goals, including several initiatives listed within the Strategic Plan. This agreement will supplant an existing MOU that has been in place since 2014. UNRESOLVED ISSUES: None. ALTERNATIVES: Invest in a stand-alone business intelligence environment that does not leverage the benefit of working with the State of Montana. FISCAL EFFECTS: $2,355 for the initial setup and $2,000 for a desktop license. Annual software maintenance fees are estimated to be approximately $400 per year. Adequate funds are currently available within the FY18 operating budget for the GIS Division. Attachments: Service Agreement Report compiled on: October 19, 2017 83 SITSD’s Tableau Server Environment Service Agreement Between City of Bozeman and Department of Administration, State Information Technology Services Division This service agreement is by and between the City of Bozeman and the Department of Administration, State Information Technology Services Division (“SITSD”), (collectively, “Parties”). I. Purpose and Scope The purpose of this service agreement is to clearly identify the roles and responsibilities of the Parties as they relate to the use of SITSD’s Tableau Server environment. II. Agency Responsibilities All data responsibilities remain with the Agency. Uploading dashboards or reports to the server transfers no data responsibilities to SITSD. All dashboard and report responsibilities remain with the Agency unless Agency has specifically contracted with SITSD to provide these services. Agency shall ensure that public facing dashboards or reports do not contain confidential information and remain in compliance with § 2-15-114, MCA. Agency shall follow all laws, rules, policies, standards, and procedures that apply to the data available through the server. III. SITSD Responsibilities SITSD shall administer and maintain the Tableau server environment, both test and production, to provide a repository for dashboards and reports generated or produced by Agency. SITSD shall provide outage notifications for the environment using SITSD’s normal notification procedures outlined at: http://mine.mt.gov/it/changemanagement/default.mcpx. IV. Indemnity Agency shall indemnify SITSD for all fees, fines, expenses, damages, and any other payments SITSD incurs or makes arising from Agency’s breach of its duties under Section II. Billing SITSD shall charge a one-time setup fee to Agency for each program (Tableau site) under the catalog item “Application Hosting App Server Initial Setup”. The DBA Professional Services and Application Development catalog items may apply for other services requested. All catalog items and rates are described in the SITSD Service Catalog that may be found at: http://sitsdservicecatalog.mt.gov/default.mcpx. If additional resources become necessary for the Tableau server environment, each Agency may be allocated a percentage of the capital expenditure (which may include software licenses, software maintenance, and server infrastructure) based on its 84 average usage of the environment. Agency may discontinue using the server if Agency does not want to participate in sharing the cost of the capital expenditure. If one Agency does not participate, a new calculation for the allocation to the remaining agencies must be completed. The Health Care and Benefits Division of the Department of Administration shall be exempt from this calculation. VI. Termination Either party may terminate this service agreement for convenience without any showing of cause after giving thirty (30) days’ written notice. VII. Term The term of this service agreement is perpetual upon approval unless terminated by either party. VIII. Entire Agreement/Amendment This is the entire agreement of the Parties. It supersedes all prior agreements and understandings regarding the subject matter of this service agreement. This service agreement may only be amended by a written document signed by the Parties’ authorized representatives. IX. Effective Date This service agreement is effective as of the last date of below signature and will remain in effect until terminated.
