We are opposed to the Black Olive project, as being presented, for the following reasons.
1.-It's too big for the proposed site: The overwhelming size of the building does not even remotely fit the
historic flavor of the neighborhood. It's astounding height will totally block the view shed and sunlight, now
enjoyed by the residents, of the small neighborhoods that surround it to the east and south and the
Blackmore Apts to the north. (The B-3 halo height restriction should be limited to no more than three and a
half stories).
2.-Inadequate setbacks: The building footprint nearly covers the entire lot size with hardly no setbacks to
the north and west and only token setbacks to the east and south neighbors. This project has almost the
same size footprint and height as the Federal Building which sits on an entire city block with very generous
setbacks and still it shades all of Babcock, to the north of it most of the year, creating an icy roadway and
sidewalks almost all winter. These same dangerous conditions will occur on Olive and Black streets and
their tight intersection if this project is allowed to go forward as is. (Setbacks for the B-3 Halo should be at
least as generous as the Al Stiff building of the Blackmore Apartments).
3.-Inadequate Parking: The building, as proposed, has woefully inadequate off street parking. along with 47
apartments, there could potentially be as many as 94 vehicles that tenants own, leaving as many as 50
vehicles being parked on the, already packed, small, residential streets around it. The idea that a "shared
space" can equal up to five spaces is ridiculous, pie-in-the-sky thinking, along with the
B-3M's zero minimum parking, which is even more ludicrous. Parking for the commercial space employees
and patrons has never been addressed in this project. (Any apartment complexes built in the B-3 Halo
should be required to have at least one parking space per bedroom)
4.-Architectural benefit: It has none. There has been little or no changes to the exterior of this structure. It
is still a dark, looming, overshadowing, over sized building; (short on parking), that in no way enhances the
character of the surrounding Historical neighborhoods. We fear that if this project is permitted to go
forward, it will set a precedence in the B-3 Halo and we will see more and more sixty and seventy foot tall
buildings, surrounding our beautiful, Historical, Main street; creating a "Canyon Effect" and harming our
downtown. With Bozeman looking like everywhere else and no place to park, there will be no reason for
folks to come downtown.
To conclude, Bozeman is a unique, one-of-a-kind place and, in our opinion, the best in the U.S. Developers
do not hold Bozeman's "Quality of Life" as their primary interest. Their interest is making money and
moving on to the next small Mt. town. Missoula knows! We hope you will listen to the many residents who
have spoken out against the Black Olive project and that you will strive to protect Bozeman and it's
residents, as you all honestly were elected to do. Please don't try to morf Bozeman into a Portland, Or,
Bellingham, Wa, Boulder, Co or Fargo, ND.
