The historic scale and charm of Main Street are as much a draw as the fine shops, food and alcohol served there. Bozeman has taken air travel and business from Jackson, Wyoming. Every day there are well dressed visitors with shopping bags on the sidewalk. Livingston, Helena and Butte would love our downtown business. Billings is scambling to establish a downtown center. We should be alarmed to any threat to it. There are lower height restrictions on Main St. and in the neighborhoods, below tree level. For a few blocks in between taller buildings, above the tree tops are allowed. This is contradictory to the guideline for the highest density downtown and would create an uncharacteristic "halo" of tall buildings around Historic Downtown Bozeman. The tall Federal Building occupies a small part of its' site, offsetting it's mass with space. The Lark and the project at Babcock and Wallace have a tall form as a smaller part of their massing composition. A Form Based Code could be adopted to allow mid-rise height, and stop out of scale projects. The two 5 story grey block buildings on Mendenhall are out of scale. Now that we can see The Element and 5 West, it is obvious they are out of place and contrary to more than one of our guidelines. The only out of scale/massive projects, pushing the setback and height restrictions, are Mr. Hollorans. Mr. Holloran did not complete the Element as promised, choosing to use unapproved inexpensive materials and walls acoustic as rice paper. Olive Black is maxed out on size for budget reasons only. The oversize is evidenced by the lack of parking, that it had to be forced under the building and allowing for minimal commercial space. With the top dollar rents in a cheap building it will only push housing prices up relative to size and quality. The bigger issue is growth. Well planned, high density neighborhoods are needed; with schools, roads, parking and a grocery store. Near the new high school is the next best place. The scale of the coming growth is much bigger than downtown. Downtown is not broke, don't fix it. Mass and Scale are measureable and easily definable, compared to architectural and historic styles. The scale and massing of projects in a historic district should be regulated. A Form Based Code will support what is unique about Historic Downtown Bozeman. Deny the Olive Black project.
