I would like to recognize that the commissioners have been put in a very difficult situation, as change and how Bozeman deals with the growth that we as a community will be facing in the next 10 years is a complex issue. We will not resolve this issue with this one project. I propose that we take a breathe, and realize that the community already has documents developed with significant community input - the 2020 plan adopted in 2009, and the current Planning Department Development Guidelines. The Commissioners and the Planning Department can only base their decision on how this project conforms to those guidelines. I think there are only 3 relevant issues: 1. Does this use comply with the uses allowed in the 2020 plan? Are there any special conditions/uses being requested by the developer? 2. Is the proposed development in compliance with the current Planning Department Guidelines in terms of things like set-backs, parking spaces, building height, building design? 3. Did the changes made in 2015 impact this property? Would the proposed development have been allowed without these changes. I'm hoping that we can find a way to use this interest in how the community grows as a starting point to talk in a civil way about our future. It simply if not fair or realistic to make this one project conform to rules not in place when they submitted their plans. It also would be short-sighted to make decisions that will impact this community for years to come in haste without having the appropriate public input.
