NOA with Montana Lines for Midtown Streetscape Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: David Fine, Economic Development Specialist, Midtown Urban Renewal Board Staff Liaison SUBJECT: Notice of Award to Montana Lines, Inc. for the Midtown Streetscape Project MEETING DATE: October 16, 2017 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the notice of award for Montana Lines, Inc. for the Midtown Streetscape Project. BACKGROUND: The City of Bozeman and its tax increment finance district, the Midtown Urban Renewal District, have been working since the District’s inception to improve the streetscape of the N. 7th Ave. corridor by installing, setting back, and widening sidewalks, installing decorative streetlights, and generally enhancing the pedestrian experience. The proposed notice of award is to install new streetlights, permeable pavers, sidewalks, and street trees in front of the new RSVP Hotel, between Peach St. and Short St. on the east side of N. 7th Ave. Subsequent phases of the project will be constructed when the necessary easements are obtained. The RSVP Hotel is scheduled to open in March 2018. The property owner, Folkvord Investments, LCC donated an easement for the project but requested that the streetscape work be coordinated to occur prior to their scheduled opening. The Midtown Urban Renewal Board voted on October 5, 2017 to recommend the completion of this project. FISCAL EFFECTS: 124 The proposed bid totals $253,147.25. A proposed budget amendment to the Midtown Urban Renewal District Work Plan and Budget for FY 2017 would provide funding for the project. ALTERNATIVES: As suggested by the City Commission. Rouse PO Box 1230 Bozeman, MT 59771-1230 Subject: North 7th Avenue Streetscape Improvements - 2017 Contract Award Recommendation MMI#: 0417.063 David: Enclosed are the bid tabulations for the above referenced project. The apparent low bidder, and only bidder, for the project was Montana Lines, Inc., based out of Great Falls, MT. Montana Lines, Inc. provided a bid for Schedules I and II, opened September 19, 2017, in the total amount of $268,255.57. We have reviewed the submitted bid and observed a number of bid unit costs that needed clarification. We coordinated with the Contractor to determine that the bid contained errors due in part to miscalculations and plan interpretation. These errors were isolated to Schedule II: Landscape. We requested that the Contractor modify Schedule II of their bid to correct the errors and to provide a lump sum cost for all of Schedule II. Montana Lines, Inc. provided a modified bid for Schedules I and II, dated October 3, 2017, in the total amount of $253,147.25 (see attached, including construction plan clarification detail). This modified bid was a reduction of $15,108.32 from the bid opened on September 19, 2017. Based upon our coordination with the Contractor and review of their modified bid we recommend that the City of Bozeman award the project to Montana Lines, Inc. A Notice of Award is enclosed for your use, along with necessary revisions to the Bid Form and Measure and Payment sections of the contract documents.
