RECOMMENDATION: Approve Resolution 4812 adopting the conceptual master plan for the East Gallatin Recreation Area as presented by staff.
RECOMMENDED MOTION: In consideration of all public comment and information
presented to date, I hereby move to approve Resolution 4812 adopting the conceptual master plan for the East Gallatin Recreation Area in accordance with the 2007 Parks, Recreation, Open Space and Trails Plan and the Bozeman Municipal Code Section 26.02.220 .
BACKGROUND: The East Gallatin Recreation Area (“EGRA”) is comprised of three parcels,
two of which are owned by the State of Montana under the Division of Fish, Wildlife, and Parks
(FWP) and one parcel owned by the City of Bozeman. The EGRA is managed and maintained by the City of Bozeman Parks and Recreation Department. The site includes a beach area, small non-motorized boat launch, restroom building, picnic plaza and several shelters, sand volleyball courts, a climbing boulder, trails, and a gravel access road and parking lot.
In the 2015 legislative session, a bill was sponsored by local state representative Zach Brown to
allow transfer of state property serving recreational purposes to local government agencies, however, the bill was unsuccessful. The city has regularly communicated with the Region 3 Director of Montana Fish, Wildlife and Parks, about the management of the EGRA. FWP has been supportive of the city’s efforts to improve the property and has indicated support
transferring the state’s access easement to the city.
In 2015, a development was proposed for the 6.5-acre parcel west of the EGRA, which the state’s access easement transects. Local neighbors submitted a preliminary application to the Trails, Open Space and Pars (“TOP”) Committee for funding to purchase the parcel for parkland. The TOP Committee requested the applicant to provide additional documentation of matching

funds, however, the application was later withdrawn. An annexation and zoning application has
recently been submitted for the “Bridger Vale” Planned Unit Development, which proposes to designate a substantial portion of the parcel as “PLI” for public park use. The EGRA Master Plan implementation would proceed with or without approval of the development.
The Bozeman Sunrise Rotary Club (“BSRC”) has been actively engaged for many years in providing support as well as augmenting capital investment in the EGRA. Since the EGRA has
no adopted master plan to utilize as a development and fundraising guide and considering that the City of Bozeman Parks, Recreation, Open Space and Trails (PROST) Plan calls for all city parks to have an adopted master plan, the BSRC began a master planning effort in 2016 with park staff and Sanderson Steward Design Firm. This effort has followed the adopted city master plan process outlined in the PROST Plan. A conceptual master plan and park development
narrative were prepared, two publicly noticed meetings were held, and a survey was posted on the city’s “Online City Hall” website.
Members of BSRC and their consultants are working with various city departments and the adjacent property owners to the east (Mergenthaler and NorthWestern Energy) to facilitate
construction of a second park access road off Manley Road. Access through the park would also
be accommodated by a 10-foot wide paved shared-use path. Additional trail signage would also be provided to better illustrate the trail network in the area.
The design objectives of the master plan concept include:
• Paved parking lot and entry drive – Possible back-in parking
– Second paved access drive off Manley
• Additional park amenities – Expanded ADA-accessible beach area – Multi-use lawn areas – Natural water play area – Two additional sand volleyball courts
– Shared-use path through park
– Upgraded picnic facilities
– Improved signage
The Recreation and Parks Advisory Board unanimously approved the following motion at their regular meeting of April 13, 2017: “Having considered all public input and information received to date, I hereby recommend that the conceptual park master plan for East Gallatin Recreation
Area as presented by staff be utilized as the basis for further design development and funding
options, and for future submittals as required by applicable city codes and policies.” Future development of the park would go through the city’s development review process as required.
The order-of-magnitude cost estimate for the basic elements of the plan is $2,000,000.
UNRESOLVED ISSUES: Funding options will be further developed in partnership with
Sunrise Rotary.
ALTERNATIVES: Per Commission.

FISCAL EFFECTS: Adoption of the East Gallatin Recreation Area Conceptual Master Plan
will provide a template for future development and preparation of site plans. Considerable in-kind value in design and engineering services have been already provided by Sunrise Rotary.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, ADOPTING THE MASTER PLAN FOR EAST GALLATIN RECREATION
AREA
WHEREAS, the Bozeman Municipal Code Section 26.02.220 states, “the
Commission shall authorize any conceptual changes, new development, or redevelopment aspects
of changes in all city parks proposed by the staff;” and
WHEREAS, Section 1.8.2 of the Parks, Recreation, Open Space and Trails
(PROST) Plan delineates a process for preparing and amending park master plans; and
WHEREAS, the PROST Plan states, “the Parks Division will prepare a resolution
formally adopting the new or amended park master plan and schedule the item for City
Commission’s Consent Agenda;” and
WHEREAS, the process for preparing the East Gallatin Recreation Area Master Plan
included a public input process and was reviewed by the Recreation and Parks Advisory Board as
called for in the PROST Plan; and
WHEREAS, the Recreation and Parks Advisory Board unanimously recommended
approval of the East Gallatin Recreation Area Master Plan at their regular meeting of April 13,
2017;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, that:

Authority. The East Gallatin Recreation Area Master Plan (“Exhibit A”) is hereby
adopted, in accordance with Section 1.8.2 of the Parks, Recreation, Open Space and Trails
(PROST) Plan and Section 26.02.220 of the Bozeman Municipal Code.
PASSED, ADOPTED, AND APPROVED by the City Commission of the City of
Bozeman, Montana, at a regular session thereof held on the 16th day of October, 2017.
