I am attaching the words I wanted to say tonite, but am unable to attend. In addition to the points outlined in the attached paragraphs, I just want to say that it seemsthis a “not in my back yard” issue. It is great to see that our community can and does care and have input, however it is my opinion that it is coming at the wrong time. The last adoptedcode and Bozeman Downtown Improvement Plan 9dated 2009) have some clearly stated intent as well as guidelines, which I have quoted in my written paragraphs. We really need our city leaders to be clear and consistent in upholding current codes, intent,and guidelines. Otehrwise the playing field is not balanced, and we will deter folks from proposing smart growth projects. If there is future discussion needed, then so be it. Invite all for input on the next go round. Atthis point any and all submissions should be considered based upon the code that is currently in place. Take all this feedback form both sides…and consider it for the next round of discussions forfuture code changes and edits. Not this one! It is my understanding that there have been NO VARIANCES in the Black Olive application, and therefore it should be APPROVED! Mayor, Commissioners. My name is Jason Basye. I’ve lived in Bozeman nearly 19 years. I have owned several businesses in that time, and have been with the same real estate company that whole time. I also own a local Property Management Company. I am here to speak to the issue of real estate supply or lack thereof. The lack of supply has been an issue, and continues to be an issue here in Bozeman. It is not specific to downtown…it’s city wide, although recently we’ve seen more people focusing on the downtown area for its convenience, walk ability and bike ability They seem to fall in love with our town for its eclectic mix of people, businesses, and all of its other opportunities. Whether its for sale or for rent, SUPPLY is a big issue. Buyers and renters are competing for homes and rental units. Multiple offers are becoming more common than ever before. Renters are offering extra money and/or deposits just to be first in line for given rental properties. It really puts them in a bad spot. It also puts buyers in a weak place of negotiation… they feel that they have to make offers over and above asking prices just to compete with multiple offers. All this puts pressure on prices. Rents continue to rise, and prices continue to grow. We NEED more supply. Our town IS growing! And it will inevitably continue to grow. There is also a lot of information that these types of mixed use projects actually….. add value to surrounding homes and land owners, provide resources for growing businesses, create opportunities for jobs, add to the local tax base, and aid in the supply of housing. This project AND others can and should be part of the solution. Id like to conclude with the following QUOTES from our current downtown bozeman improvement plan dated Dec 2009. “Intent”- “This Downtown Improvement Plan is intended to guide decisions by public bodies, private businesses, and non-profit organizations for at least ten years to come. It provides a solid framework to move forward and solidify downtown Bozeman’s place in the community and the region.” “A healthy downtown must attract people to live, work, and play. Housing plays a key role in this formula for success…” And Finally: Guiding Principle Number 1- “DOWNTOWN Bozeman SHOULD be the location of buildings of the greatest height and intensity in the community.” Our current city code AND Downtown Bozeman Improvement Plan have been written to include these types projects, and I encourage you to approve this plan!
