Box 1230 Bozeman, MT 59771 September 19, 2017 Dear Mayor Taylor, Enclosed, please find your city's final scorecard for the 2017 Municipal Equality Index (MEI).As you know from our previous correspondence, the 2017 MEI is a nationwide evaluation of 506 cities on how inclusive cities' laws, policies, and services are of lesbian, gay, bisexual, transgender, and queer (LGBTQ) people. The window to submit revisions to the 2017 scorecards is now closed. As a reminder,we ask that you keep this scorecard strictly confidential. Although we are providing you with a copy of your final scorecard, scores are not official and are thus subject to change before the MEI is published and released in late October. We believe that communicating fully and honestly with the cities being rated is a critical part of the project's success, and when cities compromise the confidence of the project, they do so at the expense of the other cities being rated. The MEI scorecard will undergo several changes in 2018. New criteria added to the scorecard include citywide single-occupancy all-gender facilities, conversion therapy bans, and city employee domestic partner benefits for same-and different-sex couples.The criterion rating school district anti-bullying policies will be removed and replaced with a youth bullying prevention policy in all youth-facing city services. Moreover, points will be deducted for religious exemptions that single out the LGBTQ community in non-discrimination protections at either the state, county, or local level. Please see the 2017 MEI for full details on the 2018 scorecard changes.
