HomeMy WebLinkAboutEx 3 October 2017 Parking Directors Report 1 BOZEMAN PARKING COMMISSION Parking Program Manager's Report Date: October 12, 2017 To: Bozeman Parking Commission From: Ed Meece, Parking Program Manager An update of major developments, in September, includes: • Parking Enforcement Officers Gallagher and Lynch separated from the Parking Services Division, leaving the enforcement staff at 50%of authorized complement.Application submittal was closed on 10/4/17, and the PPM is working with the HR Department on applicant review and selection at this time. • The Parking Program Manager (PPM) and City Attorney's Office actively engaged T2 Systems for the purpose of negotiating final contract documents to implement the Bozeman Parking Commission bid award for new parking equipment,software, and services.This process is on-going, with final signature expected by mid-October. • The PPM attended a planning session with the MSU Public Safety Department, for the purpose of developing a better plan for managing traffic and parking during home football games. As a result, the PPM also provided additional research to MSU Public Safety and will be scheduling a 'game day' observation as well. • The PPM responded to a citizen's official Open Records Request for three years of parking citation data (date, time, location, violation,violation description,violation fee). • The PPM is collaborating with the Economic Development Department to develop a COB-produced Podcast that will address topics of interest related to living, working, and playing in Bozeman; from a municipal perspective. • The City Attorney's Office continues to review the proposed changes to the parking regulations within the Bozeman Municipal Code (submitted to legal, 8/6/17). Upon completion of their review, an updated version will be presented to the Bozeman Parking Commission for further consideration and action. • Homebase Montana LLC has completed their obligations for rehabilitation of the North Wilson surface parking lot, as required by the 2015 lease agreement with the Bozeman Parking Commission. A letter of final release was issued to Homebase Montana LLC on 9/26/17. • Garage: o Fire Extinguisher Cabinets: The PPM and Facility Management Director removed 13 existing fire extinguisher cabinets the vendor was unable to remove in the planned install period. On 10/4/17, the vendor returned and completed the installation of cabinets, alarms, and fire extinguishers. Project complete. o Surveillance Cameras:The conduit installation of this project has been successfully completed,with a final walk through on 10/2/17. The IT Department will now use internal resources for final camera placement and computer updates necessary to make the system fully functional. Financial Update Revenues for the fiscal year are at 30%(w/out TIFD funds). Expenditures for the fiscal year are at 24.84% (w/out TIFD funds). New Developments (land use) z The Parking Program Manager provided comment on two projects: • Wallace/Babcock Mixed Use Development # 17263 (Site Plan Review): A 5-story mixed use building at the Southwest corner of Babcock&Wallace. In response to the numerous on-site parking reductions claimed by the project,the PPM provided the following comment on the Community Development staff report: "Parking Services Division staff conducted parking occupancy studies (multi-day/multi-time)for the nearest block of Babcock, and the entire length of Wallace, with regard to this project. That effort revealed that both streets already exceed 85% occupancy,several times in excess of 909,61, throughout the business day. The on-site parking reductions claimed by this project, while legally accessible, will likely result in an under-build of project related parking and further strain on-street parking resources." • Bridger View Development Concept#17441:After studying project documents,the PPM verbally stated concerns with several parking related aspects of this project and the applicant's intention to request a 'relaxation' of the criteria for claiming on-site parking reductions based in on-street parking availability. Written project comments are still under development, however, the PPM will, at a minimum, oppose any 'relaxation' of the off-street/on- street reduction criteria based on potential project impacts and the establishment of a negative precedent for future projects. https://itisweb.bozeman.netf Html5Viewerf?viewer=nlannin� r r. Main Street, Suite 2 Bozeman MT 59718 Mr.Allen: The City of Bozeman has inspected the North Wilson Parking Lot, following your recent rehabilitation, paving, and striping efforts. In addition to physical inspection, our Public Works Department reviewed the results of geotechnical compaction tests performed prior to pavement application. At this time, it would appear that Homebase LLC has restored the North Wilson Parking Lot to a satisfactory condition for the purpose of satisfying all such requirements in the September 21, 2015, license agreement. Separately, Homebase Montana LLC has agreed to participate in the purchase and installation of additional parking bumpers to delineate the parking lot from the Mendenhall Street sidewalk. The financial obligation of Homebase Montana LLC is limited to a maximum amount of$500,to be reimbursed upon completion. In consideration of the above items, the City of Bozeman considers the North Wilson Parking Lot rehabilitation efforts complete, and accepts its return effective immediately. Respectful Edwin R.
