Resolution 4849, FY18 Budget Amendment for N. 7th Streetscape Projects Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Kristin Donald, Finance Director David Fine, Economic Development Specialist SUBJECT: Commission Resolution No. 4849 – Amending the City’s Annual Budget for the TIFD North 7th Corridor Fund Appropriations for the Fiscal Year Ending June 30, 2018 (FY18). MEETING DATE: October 9, 2017 AGENDA ITEM: Action RECOMMENDATION: Approve Resolution No. 4849 - Amending the City’s Annual Budget for TIFD North 7th Corridor Fund Appropriations. BACKGROUND: This budget amendment deletes some planned projects and increases funding to do others. The listing of additions and deletions are listed below totaling $400,000 in needed additional appropriations: $270,000 – Streetscape project $(95,000) – Streetscape funding in the existing work plan and budget $30,000 – Streetscape project contingency $60,000 – for the Oak and N. 7th turn lane project $70,000 – for 5th BMX Park back in parking design $20,000 – for professional services to support district staff $195,000 – additional incentive funds for the Midtown TIF Assistance program 277 $(150,000) – reallocated to new projects from the 5th St. Trail project since have not yet procured the necessary easements TOTAL: $400000 The expenditures will be funded with cash-on-hand that is available in the N. 7th TIF Fund. ALTERNATIVES: Not funding the project changes. FISCAL EFFECTS: The current budgeted spending in the TIFD North 7th Corridor Fund will increase by a total of $400,000. The FY18 estimated ending cash balance in the TIFD North 7th Corridor Fund will be decreased from $1,835,811,722 to $1,435,811. The TIFD North 7th Corridor Fund has sufficient cash available to fund the additional spending in FY18. Attachment: Resolution No. 4849 Report compiled on October 1, 2017 278 COMMISSION RESOLUTION NO. 4849 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, AMENDING FISCAL YEAR 2018 (FY18) TIFD NORTH 7TH CORRIDOR FUND BUDGET TO INCLUDE ADDITIONAL EXPENDITURES OF $400,000. WHEREAS, the City Commission did, on the 26th day of June, 2017, after due and proper legal notice, conduct a public hearing and adopt a municipal budget for Fiscal Year 2017- 2018 (Fiscal Year 2018); and WHEREAS, the City Commission did, on the 9th day of October 2017, after due and proper legal notice, conduct a public hearing on proposed amending the municipal budget. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, to wit: Section 1 – Appropriation Changes The City Commission of the City of Bozeman, Montana, does hereby authorize the following changes to expenditures in the TIFD North 7th Corridor Fund: Additions: This project and amount is added to the FY18 budget. Streetscape project $270,000 Streetscape project contingency $30,000 Oak and N. 7th turn lane project $60,000 5th BMX Park back in parking design $70,000 Professional services $20,000 Midtown TIF Assistance program increase $195,000 $645,000 Deletions: This project and amount is deleted from the FY18 budget. 279 Resolution 4849, Budget Amendment for N. 7th Streetscape Projects for FY18 Page 2 of 3 Streetscape with existing work plan ($195,000) 5th St. Trail project ($150,000) ($245,000) Total Appropriations Changes: $400,000 Section 2 – Use of Cash on Hand in the TIFD North 7th Corridor Fund The increased appropriation will be funded with cash on hand in the TIFD North 7th Corridor Fund. Section 3 Pursuant to Section 7-6-4030, M.C.A., this resolution, upon its passage, shall be in full force and effect on July 1, 2017.
