- Motion by Tommy,second by Stephanie,passed by all 6 members in attendance.
E. Announcements:
--Jade spoke about his resignation from the board,and that he and his wife will be moving
to Washington for new job positions.
G. Special Presentation: None
H. Committee Report,Discussion,and Action Items:
1) Division&Gallatin Valley Land Trust Report:Jeff Hough
--Jeff shared the news of a Trail Counter on the Gallagator Trail,and in the first week it has
tracked nearly 7K trail users. GVLT partnered with the City and Western Transportation
Institute to install this counter to track the time of day,day of the week,walkers,bicycles,
the direction of travel, etc.to gain a better understanding of trail usage.
2) Action Items: Carolyn Poissant
a. Application for Allocation of Cash-in-lieu of Parkland Dedication Funds for North Black
Downtown Park: [Includes attachments]
Recommended Motion: Having considered all information presented and public input
received to date, I hereby move to recommend that the City Commission approve the
allocation of$20,000 from the Cash-in-lieu of parkland dedication account to the North
Black Pocket Park improvement project.

-- Carolyn began the presentation, explaining some of the history of the project and the
supportive materials.Then Chris Naumann from the Downtown Business Association
explained more about the plans,including the development of the parking lot and the need
for more areas in downtown where you can stop and rest or relax outside. Mitch asked if
they will take on the long term maintenance of this pocket park,and Chris said they would.
A comment was made for the need to provide shade of some sort.
Recommended Motion by Tommy,second by Stephanie,passed by all 6 members present.
b. Development Application# 17247 -415 East Olive - Site Plan application proposing a
one bedroom, 1,500 SF second home accessed off the alley on a 14,400 SF lot in R-2 zoning
(CLIP proposal) [Includes attachments]
Recommended Motion: Having considered all information presented and public input
received to date, I hereby move to recommend that the City Commission approve the
applicant's proposal to pay$ (need amount from applicant) to the cash-in-lieu of parkland
dedication account for Development Application#17247-415 East Olive,as requested by
the applicant.
--This item was withdrawn,no discussion needed.
c. Development Application#17122 - Midtown Apartments (511 W. Peach) -9 unit, 3
story, 132-M zoning infill project(CLIP proposal) [Includes attachments]
Recommended Motion: Having considered all information presented and public input
received to date, I hereby move to recommend that the City Commission approve the
applicant's proposal to pay$4455.61 to the cash-in-lieu of parkland dedication account for
Development Application#17122 - Midtown Apartments, as requested by the applicant.
-- Carolyn began with the supportive materials to explain the applicant's development
plan.
Recommended Motion by jade,second by Tony,and passed by all 6 members present.
3) Trails,Open Space and Parks Committee Report:Stephanie Gray
-- She said they hadn't met as a committee,but talked about both of the celebrations-
Bozeman Creek Enhancement and Story Mill Community Park projects-that were great.
4) Subdivision Review Committee: Brian Close
-- None
5) Parks&Cemetery Superintendent Report: Thom White
--Thom explained how the parks have been busy this summer with the biggest softball
tournament we've ever had and the first invitational lacrosse tournament,to name a few.
The day camps and other user groups have become a challenge with increases in using the
parks and explaining to many of them about our user group agreements.The Beall Park
playground should be completed next month which is later than expected due to a change
in ownership of the equipment company. He listed the increased responsibilities he has
had to add to his crews duties.
6) Parks&Recreation Director Report:Mitch Overton
-- Mitch followed up after Thom with the budget info and how they traded 5 short term

workers for 1 full time,but did not receive that. He is still hopeful that will still come
through in August after the state tax revenues adjustments are made.
-- He shared that a new landscape architecture company,that does master plans, offered to
do a pro bono project, and Mitch suggested the Westridge North Park,which needs a
master plan,to test out this firm's abilities.
--The Recreation Division is currently working on the fall and winter program guide,and
he shared about the growing interest world-wide for pickleball and how our program
works.
7) City Commissioner Perspective: Carson Taylor
-- He will make a plan for September's meeting to fill the student spots on this board.
8) FYI/Discussion
-- Next meeting: September 141h
