Bucossi - UDC Update Subchapter 4BFrom:William Bucossi To:Martin Matsen; Agenda Subject:Comment Regarding Ordinance 1981 on Monday September 18th 2017 City Commission Agenda Date:Sunday, September 17, 2017 8:10:16 PM To the Bozeman Community Development Directory and City Commission: I am writing to voice my disapproval of Ordinance 1981, a Provisional Adoption which affirms and readopts Resolution 4598 adding subchapter 4B into the Design Guidelines for the NCOD. Insufficient consideration was given to the impact and disproportionate burden that will be inflicted on residential property adjacent to the B3 boundary by the regulations contained in subchapter 4B. As a property owner adjacent to the B3 Halo I was not directly notified of Resolution 4598 and therefore missed the opportunity to voice my opinion and participate in a constructive discussion about regulations that will directly impact the enjoyment of my property and its perceived value. Every time I recreate on the west side of the Bridger’s and look out over the Gallatin Valley I am reminded of how fast Bozeman is growing. I understand the desire confine development and preserve open space. However, zoning regulation changes of this magnitude must be thoroughly vetted in a process open to the whole community not just those with a financial interest. This will ensure the burden of growth is shared equitably and ultimately will result in the best Guidelines moving forward. I am not looking for a return to the prior Design Guidelines, only an opportunity to be included in a collaborative process to design a less abrupt and offensive transition at the R2/B3 interface. Resulting regulations must be sufficiently nuanced to address the wide range of spatial and geographical variation along the boundary. Thank you for your time and service to the community.
