RECOMMENDED MOTION: I move to appoint up to six members to the Community
Affordable Housing Advisory Board to the following positions and terms:
One Real Estate Financing position with a term expiring June 30, 2018,
One Construction Industry position with a term expiring June 30, 2020,
One Organization Providing Services to Low and Moderate Income Persons representative
position with a term expiring June 30, 2020,
One Resides in Low or Moderate Income Housing position with a term expiring June 30, 2020,
One Low or Moderate Income Person position with a term expiring June 30, 2020, and/or
One Citizen with Demonstrated Interest in Special Needs Housing position with a term expiring
June 30, 2018.
None of the applications received at this time appear to fit the qualifications needed to fulfill the
Low or Moderate Income Person position.
BACKGROUND: The Community Affordable Housing Advisory Board (CAHAB) currently has
six vacant positions:
1. Real Estate Financing, expiring June 30, 2018
2. Construction Industry, expiring June 30, 2020
3. Organization providing services to low- and moderate-income persons, expiring June 30, 2020
4. Member of the public certifying that he or she currently resides in housing designated as low-
or moderate-income housing, expiring June 30, 2020

5. Member of the public certifying that he or she is a low- or moderate-income person as defined
by the City’s affordable housing policy, expiring June 30, 2020
6. Citizen with Demonstrated Interest in Special Needs Housing, expiring June 30, 2018
The Community Affordable Housing Advisory Board was created under Commission Resolution
No. 3056, superseded by Commission Resolution No. 3540 adopted on September 16, 2002. This
Board replaces the former Community Development Block Grant (CDBG) Loan Review
Committee. Its purpose is to provide recommendations to the Commission on requests for
expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community
Housing Fund (which is funded through the City's General Fund); to advise the Commission on
affordable housing needs, issues, policies, and regulations; to work with the City and other groups
to formulate programs and projects for meeting Bozeman's affordable housing needs; and to
advise the Commission on affordable housing plans for annexations and any related development
proposals.
The Board is comprised of eleven members serving staggered three-year terms, with terms to end
on June 30 of each year; and a member of City Planning staff shall serve as an ex-officio, non-
voting member. Members must be of legal age, and a majority of the members shall be residents
of the city. Non-resident members must have a tangible connection with the City by virtue of
working in the city or owning property in the city. Members must represent the following:
(1) real estate financing
(2) real estate sales
(3) construction industry
(4) organization supporting the availability of low- and moderate-income housing
(5) organization providing services to low- and moderate-income persons
(6) member of the public certifying that he or she is a low or moderate-income person as
defined by the City's affordable housing policy
(7) representative from a recognized non-profit affordable housing development organization
(8) member of the public certifying that he or she currently resides in housing designated as
low- or moderate-income housing
(9) member of the public who has demonstrated interest in special needs housing
(10) the City's Finance Department
(11) building industry professional
This Board currently has six vacancies. The City Clerk’s Office has received seven
applications, with their relevant qualifications (as best determined by the Clerk’s office)
indicated below.

Please explain your relevant qualifications, interests and experiences. *: Moved to Bozeman in
January, 2005, however I've lived in Bozeman most of my life, including middle school, most of
high school at Bozeman High School and college at Montana State. I've been in the banking
industry for almost 3 years with a modest (low-30,000) income. Prior to that, I was in the service

industry, driving for Domino's and an assistant manager at Arby's. Having started a career that I
enjoy and now having roots firmly planted in Bozeman, I would like to increase my involvement
in the community to help make it a better place. In the past, I was a volunteer with KGLT and am
a supporter of MSU and Bobcat Athletics. I would like to be actively involved in the future of
Bozeman and the many challenges we face with our rapid growth.

I am applying for the position on the CAHAB board having recently taken over the Mortgage Lending
position at Big Sky Western Bank from Sharon Southard.
Sharon's passion and dedication to community development, first time homebuyers, and affordable
housing is something that I very much value and hope to carry forward in her absence.
I have been with Big Sky Western Bank since 2010, as on operations manager for the first 4 years, and the
last 3 have been dedicated to processing all types of loan files and most recently as a Mortgage Lender. I
work daily with first time home-buyers, the HRDC, Rural Development, and FHA.
I actively participate in many community programs such as Habitat for Humanity, the Community Café, and
the Special Olympics. In my spare time I love to bike, hike, snowmobile, and hunt with my Brittany Spaniel
and enjoy the beautiful area we live in.
Having studied police science and interning in Washington D.C. for Senator John Thune, I think I can bring
knowledge and understanding of both the lending side of affordable housing as well as the legislative side.
I am passionate about growing and helping out my local community, and think I would be a great fit for the
board.

student in MSU's School of Architecture who has recently completed my thesis on affordablehousing in Bozeman after years of interest in Bozeman's housing situation. My months of

research delved into solutions and mindsets from around the United States and the globe withvarying degrees of success or characteristics translatable to Bozeman. In addition, during the
fall semester I took part in the School of Architecture's course that developed the smallshelters for Bozeman's chronically homeless population. Not only did we explore what other
places around the country are doing, we reinterpreted that model to fit what may work best inBozeman and took part in the community open house. My 2014/15 AmeriCorps service in
West Virginia between my undergraduate graduation and the start of my graduate studiesserved to increase my interest in affordable housing and expand my understanding of what
housing means in different places and situations. I have traveled somewhat extensively aroundSouth American and not only researched but have visited and seen the way many of those
countries deal with affordable housing, with both positive and negative results, and the effectsof those various choices on the character of those places.

REALTOR® in Bozeman, a lot of my time is spent reaching out to my network, largely madeup of Millennials and people who moved to Bozeman for the quality of life but are considering

moving away because their wages have remained largely stagnant even as housing costs haveskyrocketed. These are people who add value to this community and who deeply care about
contributing to the unique culture of Bozeman. We have an incredible community, but it is atrisk if the workforce can no longer live within the city and instead would have to make
increasingly longer commutes, adding to the likelihood that our beautiful valley will one daybe plagued by the same smog that degrades the air in larger cities, such as Salt Lake City. I
began regularly sitting in on board meetings at the time I received my real estate sales license.As such, I know the complexity of the issues at hand and understand the importance of having
a robust board participating in these discussions. I don't propose to have all the right answersmyself, but I do guarantee that I will ask the right questions to ensure that recommendations
made by the board have been fully vetted and well thought-out, and that affordable housingplanning continues to take a holistic view to make the largest impact on this pressing issue.
