REPORT TO: Honorable Mayor and City Commission FROM: Robin Crough, City Clerk Anna Rosenberry, Assistant City Manager SUBJECT: Appointment(s) to the Northeast Urban Renewal Board (NURB) MEETING DATE: August 28, 2017 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Northeast Urban Renewal Board to the following positions and terms:
One non-voting position with a term ending July 31, 2019, One non-voting position with a term ending July 31, 2020, and/or One non-voting position with a term ending July 31, 2021.
BACKGROUND: The Northeast Urban Renewal Board (NURB) currently has three vacant positions:
1. Non-Voting, expiring July 31, 2019 2. Non-Voting, expiring July 31, 2020
3. Non-Voting, expiring July 31, 2021 (currently occupied by M. Ethan Barlow, reapplying) This board is established under Section 7-15-4232 of the Montana Code Annotated. It consists of five members who serve staggered four-year terms after the initial appointment. The board shall consist of 5 voting members and not more than 4 non-voting members. The preferred
composition of the voting members shall be: 2 business owners of businesses within the district; 2 residents from within the district; 1 member at-large. Voting members must reside within city-limits or own property within the district. The board shall be responsible to:
(1) develop plans which implement the vision of the district;

(2) review on an ongoing basis the operation and processes of all public agencies
to assure that such activities are supportive of the plan; (3) advocate and coordinate the complete and full implementation of the plan.
The board currently has three vacancies / expiring positions. The City Clerk’s Office has received two applications, with their relevant qualifications indicated below.

2. Non-Voting, expiring July 31, 2020 | Qualifies: both applicants 3. Non-Voting, expiring July 31, 2021 | Qualifies: both applicants
Applicants: Nolan Campbell M. Ethan Barlow Commissioner I-Ho Pomeroy is the City Commission liaison for this board. NURB appointments are mayoral appointments. ALTERNATIVES: As suggested by the City Commission.
