BABAB Appointments Bozeman Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Robin Crough, City Clerk Anna Rosenberry, Assistant City Manager SUBJECT: Appointment(s) to the Bozeman Area Bicycle Advisory Board (BABAB) MEETING DATE: August 28, 2017 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Bozeman Area Bicycle Advisory Board to two vacant at-large voting positions expiring on December 31, 2018. BACKGROUND: The Bozeman Area Bicycle Advisory Board (BABAB) currently has three vacant positions: 1. At-large voting, expiring December 31, 2018 2. At-large voting, expiring December 31, 2018 3. Bozeman High School representative non-voting, expiring December 31, 2017 None of the applications received at this time fit the qualifications needed to fulfill the Bozeman High School Representative non-voting position. Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in September 1990 through Resolution No. 2817. Its purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Bozeman Municipal Code Sec. 2.05.2510 Membership. A. The bicycle advisory board shall consist of up to 11 voting members and one non-voting liaison to be appointed by the city commission. One member shall be a student of Montana State University. One member representing the county may be recommended by the county commission and appointed by the city commission. One additional non-voting liaison shall be a student of Bozeman High School. Members of this board shall serve two-year staggered terms. Each member may be reappointed without any limitation on the number of reappointments. Vacancies shall be filled in the same manner as original appointments for the balance of the term remaining. 391 B. With the exception of the non-voting high school liaison, only persons of legal age may be appointed to the board. High school representatives under age 18 must provide a signed consent from a legal guardian stating they may participate in board activities. A majority of the board shall be residents of the city. Nonresident members of the board shall have some interest in the city by virtue of working in the city, owning property in the city, or entering the city frequently for any lawful purpose. In addition, the members should be knowledgeable of bicycling and/or traffic safety in the Bozeman area. This board has three vacancies. The City Clerk’s Office has pulled all applications received during 2017, with their relevant qualifications indicated below: 1. I am an avid mountain biker who bikes often with family. 4 members being my kids ages 4-11. I would like to see a trail and bike system in Bozeman that ties the recreation to the town in a safe 393 manner for running, biking, walking, or other non-motorized transportation. I believe my experience as a designer and as a member of this community would be helpful to the board. Once, I rode my bike while holding a tin can with an open slot in the top, 395 going door to door to raise money for the Jerry Lewis Telethon. I have raced bikes, commutedby bike, advocated for biking, built trails, ridden my bike by moonlight, ridden bikes while in costume, had bikes stolen, turned friends on to riding, and met my husband at a mountain bikefestival. We now share our passion for biking with our son. In truth, I am a better person after I have ridden a bike. But my desire to be on the BABAB goes beyond my long-standingrelationship with bikes. It is intertwined with my vision to see an innovative and sustainable future for cycling in Bozeman, recreational and otherwise. It includes education, safe routes toschool, work and beyond. It includes advocacy, something I did while working for the International Mountain Bicycling Association. Working on the host team for the IMBANational Summit in Washington D.C. was an incredible experience. Dozens of us met with Representatives and Senators to advocate for Safe Routes to School. I want people in theGallatin Valley to have the option of riding their bike to work or the grocery store because there are safe, accessible routes. I want to see families on bike rides together on safe trails.When I see a disconnected bike trail, I want to fix it. This is why I want to serve on your board. I bike to work and bike kids to school. I bike for both utilitarian and recreational purposes. I have lived in communities with better and worse biking infrastructure. I would like to see Bozeman continue to support biking as it grows. There are great trails as well 400 as on and off street bike routes in this town. But there are still major gaps that make it difficult to fully commit to being a bike commuter. As a parent of children who now regularly bike around town, I am even more concerned about safe routes, driver awareness and cyclist education.
