I am writing this letter to ask that, as part of the current UDC update and review, Staff
and the City Commission consider revising the following sentences relating to cottage
housing density standards (38.360.E.1.f). As you are aware, this new section in the
code is being tested, and with objective assessment, comes insights on intent and how
to improve language going forward.
The current subsection reads:
Cottage housing subdivisions must be spaced so that the total number of
cottages within the area defined by a 500-foot radius from the geographic center
of a proposed cottage housing subdivision is no more than 24. The number of
cottages within a proposed development is included in the total allowed within the
defined area.
The proposed edited subsection would read:
Cottage housing subdivisions must be spaced so that no more than 24 cottages
are within an area defined by a 600-foot diameter circle.
The original language could be confusing in its definition, and could result in a scenario
where 24 cottages lots being spaced inside an 18-acre area. The new sentence is plain
language and results in a more rational area of 6.5-acres while accommodating
characteristics common with linear and unique properties.
Overall density in a neighborhood may not affected, as this would be determined by
zoning designations, building types and other factors in the UDC.
