April 9, 2015 Special Meeting minutes
Upstairs Conference Room of the Stiff Professional Building
20 East Olive Street, Bozeman, Montana
In attendance: Matt Kennedy, Merri Ketterer, Pat Jacobs, Kelsey Matson, Cyndy Andrus (Commission
liaison), Courtney Kramer (Historic Preservation Officer)
Meeting called to order by HPO Kramer at 6:33pm. HPO Kramer conducting the meeting in the absence
of an elected chair.
I. Disclosure of Ex Parte Communication
There was no disclosure of Ex Parte Communication.
II. Changes to the Agenda
There were no changes to the agenda,
III. Approval of Minutes
Pat Jacobs moved to approve the minutes from the January 22, 2015 meeting and the November 20,
2014 BHPAB meeting. Merri Ketterer seconded. Motion passed unanimously.
IV. Consent agenda
There were no items on the consent agenda.
V. Public comment
There were no members of the public in attendance and no public comment.
VI. Action items
A. Preservation Board officer elections
1. Chairperson
Merri moved to nominate Lisa Verwys as Chair of the Board. Kelsey seconded. HPO Kramer stated that
she communicated with Lisa, who confirmed via email that she would serve as Chair of the Preservation
Board. HPO Kramer further stated that she reviewed the City’s adopted policies, and it appeared that
Lisa could be elected at a meeting she was absent from. There were no other nominations. HPO Kramer
called the vote. The motion passed unanimously.
2. Vice chairperson
Kerri nominated Kelsey Matson as Vice chair person. Kelsey accepted, but noted that she may be
intermittently absent this summer in pursuit of her PhD. Matt Seconded. There were no other
nominations. Motion passed unanimously.

3. Recording secretary
There were no nominations for recording secretary.
There was further discussion regarding the Board’s quorum and membership. The Board members
thought that the Preservation Awards may be a good source of potential Board members.
B. Selection of 2015 Preservation Award recipients and related Award program/
event planning
The Preservation Board members reviewed the nine nominations received for Historic Preservation
Awards using the slate prepared by Merri.
1. Preservation Stewardship. Category description: “Recognizes groups,
individuals, agencies, or businesses that have positively impacted the City of
Bozeman by advancing the public’s appreciation, understanding and
involvement in historic preservation or the conservation of living traditions.”
Board member Merri nominated the American Indian Council for a preservation stewardship award. As
Merri was the nominator, she recused herself from discussion. Matt nominated the American Indian
Council for a Preservation Stewardship Award. Kelsey seconded. Matt asked Merri to speak to why she
felt the organization fulfilled the category description. Merri noted that for 40 years the AIC has hosted a
pow wow, which provided a venue for public appreciation, involvement and preservation of an oral
history tradition used by the region’s Native American tribes.
HPO Kramer called the vote. Motion passed unanimously.
2. Continued maintenance: Category description: “Recognizes an effort to
actively preserve and maintain an historic building or structure for its
continued use while respecting the building's original character and its site.”
There was a nomination for 313 South 6th Avenue for an award for continued maintenance. Pat
motioned that the board give an award to 313 South 6th for continued maintenance. Kelsey seconded.
Motion passed.
There was a nomination of the Olive and Wallace building for a continued maintenance award. A board
member did not make a motion to give the project an award for continued maintenance. There was
board member discussion about how the project would have fit into an adaptive reuse category, which
was not included in the awards program. The Board will consider adding an Adaptive Reuse category
and save the nomination for future consideration.

3. Restoration/ Rehabilitation: Category description: “Recognizes a
restoration, renovation or rehabilitation project which meets high standards of
preservation, that respects and responds to Bozeman’s unique cultural history
and heritage.”
There was a nomination of the residence at 519 North Black Avenue for a restoration and rehabilitation
award. Merri made a motion to give the property an award for the project. Pat seconded. The Board
discussed how the project met the criteria for the award. The motion passed.
There was a nomination for the Olive and Wallace building as well as 618 North Black, for restoration
and rehabilitation award. A motion to give either project an award was not made. The board discussed
that they felt the projects did not meet the criteria.
4. Infill/ New Construction: Category description: “Recognizes new infill
construction or additions to an historic building which responds to Bozeman’s
architectural and cultural heritage, follows the Secretary of the Interior’s
Standards for Rehabilitation, and preserves the integrity of the Neighborhood.”
There was a nomination of 5078 West Babcock for the construction of a new accessory garage for an
Infill/ New Construction Award. Pat motioned the project receive an award for this category. Matt
seconded. There was discussion of how the project met the award criteria. Motion passed.
There was also nominations for 304 East Koch and 329 South Lindley. A motion to give either project an
award was not made. The Board discussed how both projects were not consistent with the SOI
Standards for Rehabilitation.
Following selection of the preservation award recipients, the Board discussed the upcoming event.
Various board members volunteered for specific tasks and discussed a timeline.
VII. FYI/ Discussion
A. FYI: the Dept. of Community Development has received a revised COA
submittal for 401South Willson Avenue which proposes retention of the existing
structure, with emphasis on the north and east elevations.
HPO Kramer informed the Board that the Department has received a revised COA submittal for 401
South Willson, and is working to determine if the application is complete for review. She’ll keep the
board informed of the application’s progress through the review process.
B. Discussion: Updating bylaws and governance documents discussion
There was brief discussion of the initiative to updated the Preservation Board’s bylaws. The Board
members will take up this task over the summer and early fall, as they wanted to get through the
Preservation Awards event first.

C. Report on the unpermitted demolition of 402 West Koch
HPO Kramer reported on the unpermitted demolition of 402 West Koch Street. The project received a
Certificate of Appropriateness to remodel the house and construct a second story, however, the
property owner demolished the house last week. Commissioner Andrus stated that the City Commission
received numerous items of public comment on the application.
D. Cultural resource survey work
HPO Kramer reported on the progress of the cultural resource survey work in the Bozeman B‐3 district.
She’s received about 20 draft or final Montana Property Record Forms from the consultant, and is
working to finalize them with the Montana State Historic Preservation Office.
