Amendment 1 to PSA with AE2S for Drought Monitoring Tool Commission Memorandum Report To: Honorable Mayor and City Commission From: Jessica Ahlstrom, Water Conservation Technician Craig Woolard, Director of Public Works Subject: City of Bozeman Drought Monitoring Tool Meeting Date: August 21, 2017 Agenda Item Type: Consent Item Recommendation: Authorize the City Manager to sign Amendment No. 1 to Professional Services Agreement dated December 28, 2015 with the engineering firm of Advanced Engineering and Environmental Services Inc. for improvement of the drought monitoring tool and updates and maintenance to the web portal. Background: The Drought Management Plan (DMP) sets forth a complete plan to monitor and prepare for drought events and establishes a framework by which to protect the health and safety of the community and efficiently and cost-effectively reduce economic impacts from drought. As part of DMP implementation, drought monitoring and evaluation is performed on a regular basis throughout the year by utilizing the drought monitoring tool and web-portal. The drought monitoring tool examines local data (such as reservoir volume, snowpack, and streamflow) and national climate indices which are hosted in the web-portal. The data are used to generate a drought score through implementation of the drought monitoring tool. The drought score provides City staff with the information needed to implement the drought communications campaign and make recommendations to the commission for drought stage declarations and response actions. Improvements made to the drought monitoring tool include increasing the accuracy of drought score determination by incorporating real-time local data. Updates to the web-portal include a yearly hosting fee and ongoing maintenance as needed. These improvements will provide the City with the tools needed to facilitate accurate and timely data-driven decision making in face of a drought event. Alternatives: As suggested by the Commission.
