Those being present were Mayor Busch, Commissioner Sorenson, Commissioner Landoe, City Manager Quuin- nell, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read and it was mo,Ted by Commissioner Sorenson, secondecl by Commissioner Landoe that the minutes be approved as read and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Landoe and Commissioner Sorenson; those voting No, none. Claims for the Month Claims Nos. 3731 to 3867 inclusive were presented on the various funds as follows: Airport Ceme tery General Library Park Water Garbage Ceme te ry Sl~SP ens e S. I. D.. War Bond $ 192.13 412.52 7,038.72 463.03 432 . 46 2,247.07 862.50 195.00 5.42 281.25 12,130.10 Total The Manager sta ted he has audi ted the se claims and finds them to be true and lawful claims against The City of Bozeman and recommends that warrants be drawn for their pay- ment.. After examination of the claims in detail by the Commission, it was moved by Commissioner Sorenson, seconded by Commissioner Landoe that warrants be drawn for their payment and themotion was carried by the following l~ye and No vote; those voting Aye being 1layor Busch, Commissioner Sorenson and Com.m.issioner Landoe; those voting No, none. Reports The following reports for the month of October were presented and read: Director of Finance Plumbing Inspector Employment Officer Chiefl of Police Police Judge Ceme tery Board Wa ter Colle c tor Fire Departmen t Cashier Engineer Librarian It was moved by Commissioner Landoe, seconded by Commisf'ioner Sorenson that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Sorenson and Commi'ssioner Landoe; those voting No, none. Armory -- Rental Rates The proposed charges for the Drill Hall, Garages and Community Room, in the Armory &Ji1ding were given further consideration. It was suggested that the Com~Jnity Room be leased to the AAA for one year and after some discussion, it was moved by Commissioner Landoe, seconded by Commissioner Sorenson that the City Attorney be instructed to prepare to lease agreement whereby The City of Bozeman would lease the Community Room to the AAA, for $300.00 per year and the motion was carried by the following Aye and No vote; those vot:'Lng Aye being Mayor Busch, Commissioner Sorenson and Commis :;doner Landoe; those voting No, none. Airport -- Lease for Wea tber sta tion The Oi ty Manager presented and read a proposed lease between the Uni ted Sta tes of America and The City of Bozeman, providing for a loca tion on G~lla tin PieId for the . 47R weather station now located on the Belgrade Airport. It being the intention of the CAA to move the wea ther s ta tion and equipmen t from the Belgrade Airport to the Bozeman Air- port in the near future. The Manager s ta ted further tha t the lease had been presen tad to him by Mr. Gardiner Waite of the Airport Board, who had stated that said Board had no objections to the passage and approval of the lease. It was moved by Commissioner Landoe, seconded by Commissioner Sorenson that the Mayor and Clerk be au thorized to execute the lease for The City of Bozeman and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Landoe and Commis sioner Sorenson; those vo ting No, none. Airport -- Report Dean Chaffin, Chairman of the Airport Board was present and reported to the Com- mission on his recent trip to Seattle with Gardiner Waite, Secretary of the Board, in the interest of the Bozeman Airport. Mr. Chaffin described the contacts they were able to make with CAA, Navy and Army Officials, both in Sea ttle and Spokane. He s ta ted that the purpose of their visit was to promote further development and use of the Bozeman Airport, by federal agencies and that he felt much had been accomplished toward this end in the stimulation of interest in the project and the promotion of goodwill. Garbage -- Collection of Assessments The matter of adjusting assessments made for the collection of garbage where prem- ises have remained vacant for more than six months of the year was discussed. The rough draft of a resolution prepared and presented by the City Manager was discussed at length. It was suggested that all property be subject to a ready-to-serve charge and if a house had been vacant for six months or more in any year, only the ready- to-serve charge would be assessed; otherwise the property would be subject to the full year's assessment. Difficulties involved and the cost of collecting and recording the information necessary for this procedure were carefully considered. The City Attorney stated that at the time the garbage assessment is made a date is set for hearing protests. These proceedings are then published as required by law; the taxpayer may then appear and make any requests for modification or adjustments in his assessment to which he feels entitled; otherwise he has no recourse. This state- ment was discussed a t length and the Ci ty Attorney was ins tructed to prepare a written opinion for the guidance of the administration. It was also suggested that whenever a taxpayer has objections to a special assess- ment or assessments as made, he should pay the item or items "Under Protest", and then appear before the Commission, who will hear his case and decide on whether or not he is entitled to a refund or adjustment. In case the Commission finds that a refund is due the taxpayer, a claim can be execvted and presented to the Commission for payment. Snow Removal A rough draft for a resolution to provide for snow removal from sidewalks was read by the City Manager. It was suggested that snow removal districts be formed pro- vided that a majority of residents in a block want the service. The resolution had for its. purpose the complete removal of snow from the walks in any district where the city snow-plow was used in order to reduce the taxpayer's cost and promote efficiency. The matter was dlsclJssed, and it was thought that the statute doesnot specifically I I I I I I 47!l provide for the creation of the snow removal districts contemplated in the resolution and after further discussion, it was decided to remove snow from walks for those re- questing the service, and that perhaps petitions should be circulated by interested parties to help in securing more uniform service. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Landoe, seconded by Commissioner Sorenson that the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commis sioner Landoe and Commi sm oner Soren son; those vo ting No, none.
