The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Friday evening, November 13th, 1942, at 7:30 o'clock P.M. Those being
present were Mayor Busch, Commissioner Landoe, Commissioner Sorenson, City Attorney Aitken,
City Manager Quinnell, City Engineer Thorpe, Director of Finance Walter Davis and the
Clerk, when the following proceedings were had to-wit:

The minutes of the last regular session were read, and it was moved by Commissioner
Landoe, seconded by Commis sioner Sorenson tha t the minu tes be approved as read and the
motion was carried by the following Aye and No vo te; those voting Aye being Mayor Busch,
Commissioner Sorenson and Commissioner Landoe; those voting No, none.
Garbage -- Request for Adjus tment
Mrs. Clare Gilchrist appeared before the Commission and requested an adjustment for
her garbage assessment at 510 West Babcock. She stated that her assessment was $5.72;
that she has very little garbage and only two in the family and no income.
Mrs. Gilchrist was informed that her assessment was not unreasonable for twelve
months' disposal of garbage and that special exceptions could not be made for individual
cases.
Operation of Police Radio
Members of the Polic e Department, Fire Departmen t, Harry Howard and Harry Heal;{ of
the Volunteer Fire Department were present to discllss with the City Commission, the full
time operation of the Police Radio by the members of the two Departments.
Ci ty Manager Quinnell read the Rulse 8nd Regulations adopted by the Commiss:1 on for
the operation of the Police Radio by the members of the Fire and Police Departments.
The events and action taken by the Police and Fire Departments in regard to the

operation of the radio were reviewed by Mayor BUSCh, stating that the Fire Department
had wrl tten the Manager they wotlldco-opera te wi th the Police Department in the opera-
tion of the radio by "pinch-hitting" for the Policemen from 8 A.M. until 12 midnight;
that the members of the Departments had been called to this open meeting to see if a
workable solution could be mapped out for the operation of the radio.
Roy Embry, Police Chief, s t ted the t the mo st efficient pa trolling could be done
by two policemen; that during the hours from midnight until 8 A.M., wi th only six men
on the regular police force this did not leave any policemen to operate the radio.
Mr. Harry Howard pointed out the necessity of an adequate number of men to handle
the fire-fight:1ng equipment, especially during the early morning hours; that the public
will insist on fire protection during these hours and the Fire Department should be
fully manned.
Harry Healy pointed ou.t that additional help was very essential at night and the
hours between 12 midnight and 8 A.M. is a critical and dangerous period.
City Manager Quinnell reported that steps have been taken to get some sleepers for
the Fire Department to help in case of a fire.
Wm. Pentilla and John McCrosson reported the advantages to the efficiency of the
Fire Department b'y the firemen be lng able to go to bed a t night and also on the duties

and responsibilities of the firemen.

After extensive discussion, Mr. Howard sU(\Q'ested that a committee be appointed to
fornmlate a set of rules to see if sometfling could not be worked out that would be
mutally agreeable to all members of the Department of Public Safety.
It was moved by Commissioner Landoe, seconded by Commissioner Sorenson that a Com-
mittee consisting of the City Manager, City Attorney, a member of the Commission, a fire-
man to be appointed by the Fire Department and a policeman to be appointed by the Police
Departmen t, be appointed to prepare a set of rule s for the operation of the Police Radio
by members of the Departments, and the motion was cnrried by the following Aye and No
vote; those voting Aye being Mayor Busch, Commissioner Sorenson and Commissioner Landoe;
those voting No, none.
Mayor Busch appointed Commissioner Landoe as a member of this Committee.
City Manager Q,uinnell read a letter written by himself to Mr. M. E. Henderson former
City Manager, asking for his suggestion and advice in regards to the appointment of a
Fire Chief to succeed former Fire Chief W. o. Matthews.
Mr. Harry Howard, stated that he would strenuously object to not promoting .Tohn
McCrosson, now Assistant Fire Chief, to the position of Fire Chief to which Mr. Howard
feels that Mr. McCrosson is entitled.
