The Commission of The Ci ty of Bozeman met in reg1Jlar session in the Commission Room,
City Hall Building, Friday evening, .January 9th, 1942, at 7:30 o'clock P.M. Those being
present were Mayor Busch, Commissioner Landoe, Commissioner Sorenson, City Attorney Aitken,
City Manager Quinnell, Director of Finance Walter Davis and the Clerk when the following
proceedings were had to-wit:
The minutes of the last regular session were read and it was moved.by Commissioner
Sorenson, seconded by Commissioner Lancloe that the minutes be approved as read and the
motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch,
Commissioner Landoe and Commissioner Sorenson; those voting No, none.
Bids for Police Uniforms
The Manager s ta ted he had asked for quota tions for i.u1iforms for the Police Department,
and submitted the bids of the following stores Which were read:
McCracken Bros.
Ci ty Dye Works
Wagner Bros.
Ed. Howard Co.
It was decided to tabula te the bids and get furhterinforma tion before awarding a
contract for furnishing these uniforms.
Reports
The following reports for the month of December were presented and read:

Health Officer
and the following annual reports were presented and read:
Ci ty Attorney
Building Inspector
Plumbing Inspector
It was moved by Commissioner Lancloe, seconded by Commissioner Sorenson that the
reports be accepted and ordered filed and the motion was carried by the following Aye and
No vote; those voting Aye beIng Mayor Busch, Commissioner Landoe and Commissioner Sor-
enson; those voting No, none.
Applications for Beer & Ll"uor License
Mr. M. H. Lee of the Rocking R Bar and Mr. Joe Toohey of the Park Bar were present
to discuss the recent tabling of their license application~ to sell beer and liquor,
by the City Commission. Mr. Lee and Mr. Toohey were informed by the Commission that due
to police court proceed:lngs against them during the past year their applieD tions had been
held up pending further investigation of the police records in each case.
The MaJor informed the applicants that further disorder in or about their places
of business could not and W01Jld not be tolerated, and they must henceforth operate their
es tablishmen ts in such a we y as to prevent the se dis turbances in the fu ture or their
licenses would be revoked wi thou t flJrther notice. They were also informed that the Police
Departmon t s toad ready a t all times to co-opera te wi th them in preserving the peace.
Mr. Lee and NIr. Toohey promised tha t if given another chance they would comply wi th
the orders of the City Commission and they wo")ld also call the police when necessary in-
s teadof trying to pOlice their premis os themselves, whereupon, it was moved by Com-
missioner Landoe, seconded by Commissioner Sorenson that the applications of M. H. Lee
and Joe Toohey for retail beer and liquor licenses be approved and the ,licenses be
issued; prOVided that the business establishments known as tl:e Rocking R Bar and the
Park Bar be placed on probation to insure their proper opera tion dur ing the coming
year, and they be so notified, and the motion was carried by the follO'.."ing Aye and No

Bond of Walter Davis
The bond of Walter Davis, as Director of Finance, in the am')unt of $20,000.00 was
presented. The bond was approvea as to form by the City Attorney, whereupon, it was
moved by Commissioner Sorenson, seconded by Commis s ioner Landoe tha t the bond be approved
and accepted and the motion was carried by the following Aye and No vote; those voting
Aye being Mayor Boey, Commissioner Sorenson and Commissioner Landoe; those vot:tng No, none.
Claims
The claims of W. D. Willmore and Walter Savage in the amount of $618.92 for work
on the Service Building a t the Ceme tory were presented and read. After examina tion of
the claims in detail, it was moved by Commissioner Sorenson, sec.nded by Commissioner
Landoe thnt the claimsl::le allowed and ,the motion Vias carried by the following Aye and
No vote; those voting Aye be.ing Mayor Busch, Commissioner Landoe and Commissioner Soren-
son; those votIng No, nOJ1e.
Blackout Ordinance
The Manager stated the Citv Attorney as Instructed had prepared an emergency ordi-
nance authorizing blackouts and other air-raid protection orders. He presented and read
the ordinance. ancl after disc'lssi.on, it was moved by Com:rnlss:l.oner Landoe, seconded by
Commissioner Sorenson that the Ordinance be tabled until slJ.ch time as tbe Commission
deems it necessary to move its adoption and the motion was carried by tIle following Aye

Ordinance No. 714 -- Appropriation Ordinance
The Manager stated the Ordinance appropriating monies for the six months period
ending June 30th, 1942, had been prepared. He presented and read Ordinance No. 714,

Ordinance be provisionally passed an(~ tho t Januar'- 23rd, 1942 and January 30th, 1942
be set as the dates for public hearings and the motion was carried by the following
