SUBJECT: Resolution 4815 – Adoption of Bozeman Pond Park Expansion Master Plan

RECOMMENDATION: Approve Resolution 4815 adopting the Bozeman Pond Park Expansion Master Plan as presented by staff, in accordance with the 2007 Parks, Recreation, Open Space and Trails Plan and the Bozeman Municipal Code Section 26.02.220.
SUGGESTED MOTION: In consideration of all public input, materials presented, and
information received to date, I hereby move to approve Resolution 4815 adopting the Bozeman
Pond Park Expansion Master Plan in accordance with the 2007 Parks, Recreation, Open Space and Trails Plan and the Bozeman Municipal Code Section 26.02.220.
BACKGROUND: Resolution No. 4494 approved the allocation of Trails, Open Space and Parks (“TOP”) bond funding in an amount not to exceed $1,045,000 for the acquisition of park
land and development of the Bozeman Pond Park Expansion Project (“Project”). Resolution 4494
states the primary goals of the Project are to include: 1) a 5-acre natural park between the existing Bozeman Pond Park and Ravalli Road; 2) a 3.5–acre off-leash dog exercise area; 3) a paved, shared-use path paralleling Fowler and natural surface trails that offer recreational opportunities, provide access to park amenities, and create alternative transportation routes to community
facilities; and 4) a restroom and 5) a 50-car parking lot to serve the park, dog area, and nearby
Aasheim Ball Fields (adjacent to Hyalite Elementary school).
A conceptual plan was provided as part of the TOP application, which was further refined during the public input process to develop a master plan including all of the items specified in the resolution. The Recreation and Parks Advisory Board approved the proposed Bozeman Pond
Park Expansion master plan on April 9, 2015.
Following Commission directives and review and recommendation for approval by the Development Review Committee, the Community Development Department brought the Bozeman Park Expansion Project site plan and variance application Z-15073 to the Commission. Commission approved site plan for the project on December 7, 2015 with variances for delayed
construction of Fowler Avenue and Pond Row road improvements. The site plan is essentially the

same as a master plan. Future substantive changes to the any portions of the park would require
an amended master plan for the entire park.
The 2007 Parks, Recreation, Open Space, and Trails (“PROST”) Plan calls for Commission to approve a resolution adopting all new and amended park master plans. The purpose of Resolution 4815 is to fully comply with the PROST Plan’s process (Section 1.8):
Because the park was not part of a subdivision development, this item provides the resolution for
adoption.

COMMISSION RESOLUTION NO. 4815
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, ADOPTING THE BOZEMAN POND PARK EXPANSION MASTER PLAN
WHEREAS, the provisions of Section 1.8.2 of the Parks, Recreation, Open Space and
Trails (PROST) Plan outline the procedure for amending a park master plan; and
WHEREAS, a conceptual master plan was submitted as part of the Bozeman Pond Park
Expansion Project (“Project”) Trails, Open Space and Parks bond funding application, which was
approved by Resolution No. 4494;
WHEREAS, the conceptual master plan was further refined during the public input
process specified in the 2007 Parks, Recreation, Open Space and Trails Plan to develop a master
plan including all of the items specified in Resolution No. 4494; and
WHEREAS, the Recreation and Parks Advisory Board The Recreation and Parks
Advisory Board approved the proposed Bozeman Pond Park Expansion Project master plan on
April 9, 2015, which was modified per Commission direction and approved by the Commission
as the Bozeman Pond Park Expansion site plan on December 7, 2015; and
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana,
Section 1 – Municipal Code and PROST Plan References
In accordance with the Bozeman Municipal Code Section 26.02.220., and Section 1.8.2
of the Parks, Recreation, Open Space and Trails (PROST) Plan, the Bozeman Pond Park Expansion
Master Plan (“Exhibit A”) is hereby adopted and approved for implementation.

Bozeman, Montana, at a regular session thereof held on the 14th day of August, 2017.
