HomeMy WebLinkAbout1947-01-29 ~\40 Bozeman, Montana January 29th, 1947 The Commission of TheCi ty of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, ,January 29th, 1947, at 1:00 o'cloCk P.M. Those being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell, City Attorney Ai tken, and the Clerk, when the following proceedings were had: The minu tes of the Ie s t reglller sess ion were read, and it was moved. by Commissioner Sorenson, seconded by Commi ssion er Lowe tha t the minutes be approved as read, and the motion was carried by the followIng Aye and No vote; those voting Aye being Mayor Healy, I Commiseioner Sorenson and Commissioner Lowe; tho~e voting No, none. Applications for City Beer & Liquor Licenses The applications of E. Bert Griffin for City Beer and City Llquor licenses were pre- sented and read. Mr. Griffin was present and s~ted that he had made arrangements to op- erate a lounge at 1 West Main Street. Mr. Griffin was informed that action on Beer and Liquor license applica tions would be deferred un ti I adjournmen t of the presen t legisla" ture, to see what if any changes will be made in the present law. A communication from Dick Little, Mercedes, Texas, regarding the opening of a cock- tail lounge in Bozeman was also presented and read. The Communication was ordered filed, and Mr. Little to be notified that action will be deferred until after the present legis- lature is adjourned. The application of the Stockman Bar for City Beer and City Liquor licenses was also presented and read. It was moved by Commlssio~er Sorenson, seconded by Commissioner Lowe that the applications be approved and the licenses issued and the motion was carried by the followin~ Aye and No vote; those voting Aye being Mayor Healy, Commissioner Lowe and I Commissioner Sorenson; those voting No, none. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the applica- tions be approved and the licenses issued and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, CommiSSioner Sorenson and Commissioner Lowe; those voting No, none. Expenses of Haas to Wasb:n?ton D.C. Mr. Joe Livers, President of the Kiwanis Club and Rod Kippen, President of the Rotary Club, were present anc: stated that their orgainzations had been requested to help finance the trip of A. N. Haas, Chief of POlice, to the Juvenile Delinquency Conference at Wash- inton D. C., but that their treasury could not stand this additional expense and they ask that the City of Bozeman help finance the trip. The gentlemen were informed that Mr. I Haas had been appointed by the GovArnor of Montana to represent the State of' M'ntana at this conference and it was thought that the City should not pay the expenses of' a person appointed to represent the State of Montana. The gentlemen were also advised that Mr. Haas had been told bpfore he went to ~Tashington D. C. that as he was to represent the State of Montana rather than theClty, the Cit)f could not pay his expenses for this trip and he was adivsed to file his expense accourt with the proper state official. I I I 441 Dehydrating Company A communication of Burde tte Barnhill, of trle Ga lla tin Greens Dehydra ting Company, asking permission to establish a dehydrating plant at the N. P. Roundhouse was presented and read. The City Commission stated they would favor establishing such a plant at this location provided the plant was so conducted as to cause no public nuisance. Legislation effecting Police & Fire Departments Proposed legislation to amend the present law so as to remove the Fire and Police De- partments from control by the City Manager was again discussed. The Commission stated they felt that the Police and Fire Departments were an integral part of the City Government, and that therefore, under the City Manager form of government they should be controlled by the City Manager. Thereupon, it was moved by Cornmi ssloner Lowe, seconded by Commi ss loner Sor- enson that the City Commisslon go on record as not favoring any proposed legislation designed to take the Fire and Police Departments from under the jurisdiction of the City Manager, but that they fa vored leaving the law as it now stands regarding the two depart- ments, and the motion was carried by the following fl.ye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Boy Scouts to Observe City Government Commissioner Lowe stated that he had been asked by a member of the Scout Conncil if the City officials would fa vor the scou ts observinp-' the opera tion of all cj ty departments curing scout week. The Commission stated this had been done in the past and they could see no reason why it could not be done again. ~d.j ournmen t There being no further business to come before the Commission at tLis time, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting adjourn and the motion waS carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; tho~e voting No, none.
