Board members have Q&A Session on the presentation so far including:
08:20:12 AM (00:23:50) Rogers responded to a question regarding how the height limit was determined in the
Mid-Town zoning area.
08:35:53 AM (00:35:30) Discussion on lot size restriction.
08:43:21 AM (00:41:58) Question regarding how much interface the Planning Division has had with the
Engineering Division relative to the UDC code?
08:49:19 AM (00:47:57) Rogers recommended that CAHAB make recommendations to the Planning Board or the
City Commission regarding changes they’d like to see in the UDC Code update.
08:54:25 AM (00:53:03) Rogers continued reviewing Article 3 of the UDC Code Update
08:55:16 AM (00:53:54) Zone transition component is proposed which will address recent community concerns.
08:55:34 AM (00:54:12) No changes have been proposed to change the NCOD and the historic district within the
downtown area. There is a summary report and analysis that was completed last year and the Commission may
come forward and ask for changes at a later date.
08:57:05 AM (00:55:42) Rogers stated that a number of changes have been proposed to accessory structures in
order to make them more flexible and accessible for people.
08:58:31 AM (00:57:09) When asked if there would be less restriction regarding accessory dwelling units being
limited to one bedroom, 800 square feet, etc. Rogers responded that the accessory dwelling unit must not
exceed principal height.
09:05:41 AM (01:04:19) Rogers was asked why there are specific size restrictions as opposed to deferring to the
lot coverage requirements that already exist.
09:07:48 AM (01:08:26) Rogers addressed minimum garage size in response to a question.
09:10:24 AM (01:09:02) Board member Thane suggested that builders and developers are allowed to determine
what size of homes and garages to make and argued that if the people are not interested in those types of
homes, they will not sell.
09:13:02 AM (01:11:40) Rogers reviewed a new concept: Courtyard Access Lots, which are a cluster of homes
around a private internal drive. Less than 5 units. They have found that this may face challenges with utility
services.
09:22:22 AM (01:21:00) Integration of the design objectives plan. Block frontage standards only apply to
residential or apartment buildings with 5 or more units.
09:24:02 AM (01:22:40) Rogers was asked if there a way to make it easier to address issues in the UDC code
going forward without going in front of the commission?
09:28:03 AM (01:26:41) Board member Guyer suggested that we add a use for transitional and temporary
emergency housing in all zones, as long as certain criteria are met.
09:28:48 AM (01:27:26) CAHAB members discussed and summarized their focus and concerns regarding the
UDC Update.
09:31:20 AM (01:29:58) Anders Lewendal noted that Ordinance 1922 focuses largely on single family homes and
recommended that there be an ordinance that covers “shelter”.
CAHAB members discussed with Rogers the UDC draft and their recommendations for changes going forward
and how best to have those thoughts heard by the City Commission.
MOTION to recommend to Community Planning Board to include shelter as a definition for affordable housing
and to include condos and rental units as well as allowing emergency and transitional housing in residential
areas: David Magistrelli

09:39:59 AM (01:38:37) Board member Lewendal brought up the homes that SWIMBIA felt met the affordable
housing ordinance 1954. He asked if it would be possible to aggregate that data prior to the ordinance taking
effect on July 12th. Members continued the discussion on whether homes sold at an affordable price would
qualify as the affordable house ordinance if there is no tracking on who purchased the homes and whether they
were income eligible.
