February 13th, 1947
The Commission of The Ci ty of Bozeman met in reglllar session in the Commis sion Room,
City Hall Building, Wednesday P.M., February 13th, 1947, at 1:00 o'clock P.M. Those being
present were Yayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell~
City Attorney Aitken, Director of Finance Walter Davis, and the Clerk, when the following
proceedings were had to-wit:
The minutes of the last reglJlar session were read, and it was moved by Commissioner
Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the mo-
tion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Report
The report of the Director of Finance for the morth of January, 1947 was presented and
read. It was moved by Commissioner Lowe, seconded by Commi~sioner Sorenson that the report
be accepted and ordered filed and the motion was carried by the following Aye and No vote;
those voting Aye being Mayor Healy, Commissioner Sorenson and CommiSSioner Lowe; those
voting No, none.
Platting of Westlake Tract
Mr. Paul Jones, owner of a 2-Acre tract, north of Peach Street, formerly owned by A.
E. Westlake, was present to ask what should be done regarding the platting of what is
called the Westlake Tract north of Peach Street. He suggested that North Fifth Avenue be
extended north and that the Button house, located on this property where Fifth Avenue
would be loc~ted, if extended northward, be moved to a new location at the expense of the
property owners. Mr. Jones stated further thst he would contact the property owners to
see what could be done re~arding the proper platting of this tract.
Agreement with Labor Union
A proposed agreement with the local labor union regarding hours and wages for City
employees was presented and read. An opinion of the City Attorney stating that the City
does not have the ricrht or authority to enter into such an agreement was also read. No
action was taken by the Commission.

The following applications for City Licenses were presented and read:

It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the applica-
tions be approved and the licenses issued and the motion was carried by the following Aye
and No votp; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe;
those voting No, none.
The application of Walter L. Ericson for a City Wholesale Beer License renewal was
presented and read. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson
that the application be approved and the license issued and the motion was carried by the
fo110wing Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and

The application of the Nybo Real ty Company for a Ci ty Beer and a City Liquor License
at the Baltl~ore Hotel was presented. Action was deferred pending the outcome of proposed
legislation and the applications were ordered filed.
Application for FwA Grant for Advance Planning
The Manager presented an agreement with the Federal Government to furnish $18750 for
advance En~lneering Planning of a Sewage Treatment Plant for Bozeman (Project No. 24-P-56).
It was moved by Commissioner T,owe, seconded by Commis s ioner Sorenson tha t the Ci ty Manager
and the Clerk be authorized to sign the agreement for The City of Bozeman and the motion
was carried by the following Aye and No vote; thoee voting Aye being Mayor Healy, Commis-
stoner Soren~on and Commissioner Lowe; those voting No, none.
Plans .'!c Spec ifica tions for Sews p:e Trea tmen t Plan t
A communication from Burns & McDonnell, Consulting Ensineer~, was presented and read
statjng that in their opinion, the site for the proposed Sewage Treatment Plant should not
be changed from that of the original plant, as a change to higher ground would cause a
higher pumping COiS t, and a nuisance might be cree ted a t a new lo~a tion.
It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the alter-
nate plans for the construction of the sewage treatment plant be approved and that Burns
and McDonnell, consulting engineers, be authorized to prepare final plans and specifications
for the proposed sewage treatment plant construction, and the motion was carried by the
following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and
Commissioner Lowe; those voting No, none.
Sale of Pump for Water Well
A telegram from Fairbanks-Morse was read stating they would pay $1,300.00 for a deep-
well ~lmp owned by The City of Bozeman, and the City Manager was instnlcted to sell the
pump for that price to the Fairbanks-Morse Company.
