HomeMy WebLinkAbout1947-02-19 446 Bozeman, Montana February 19th, 1947 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, February 19th, 1947, at 1:00 o'clock P.M. Those b0ing present were Mayor Healy, Commissioner Sorenson, City Manager Quinnell, City Attorney Aitken, and the Clerk, when the following proceedings were had to-wit: The minu tes of the las t reglJlar session were read, and it was moved by Commis sioner Sorenson, seconded by Commissioner Healy that the minutes be approved as read, and the 1 motion was carried by the following Aye and No vote; those voting Aye be1ng Mayor Healy and Commissioner Sorenson; those voting No, none. Vandalism w:thir the C1.ty Mr. R. B. MacFab, Jr., of the Baxter Hotel appeared to ask what could be done to curb the present wave of youthful vandalism within the City. Considerable discussion followed, and MacNab was :tnformed tha t the appointment of a probation officer by the district judge might help considerably in the handling of juvenile cases, that the sheriff's office might assist witt extra men, and that extra policemen could be employed if and when necessary in addition to the ten policemen and the meter man now regularly employed by the City, but it was pointed ou t the t under the present .1uvenile law, ci ty policemen had very Ii ttle authority or jurisdiction over juvenile delinquents. Chief Haas stated that his depart- ment was working on a number of cases recently reported. T'lnion Wage Scale Mr. Ray W. Marks and H. L. Norwood, of the local labor union, were present regarding wages paid to city employees and ask when they should appear to ask for an increase in hourly wages for the men. The gentlemen were informed that the annual budget was prepared d11ring June and July of each year, and they could submit their request at that time. I Beer & Licuor License Mr. L. N~Tbo of the Baltimore Hotel was present and stated that following a recent supreme court decision he had been issued a retail beer and a retail liquor license for his place of business by the State Liquor Control Board. Pending legislation limiting the number of retail liquor and beer licenses in cities and towns and its probable effect on licenses presently issued was discussed. No action was taken by the Commission on Mr. Nybo's application for a city license. Co. " and the application of Nash-Finch Company for a renewal of their wholesale beer license. It was moved by Commissioner Sorenson, seconded by Mayor Healy that the application be approved and the licenses issued and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy and Commissioner Sorenson; those voting No, none. Bus Route Approved I. The propoRed route to be followed by a new bus to be opera tad by the Ci ty Taxi Lines was presented. It was moved by Commissioner Sorenson, seconded by Mayor Healy that the route be approved and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson; those voting No, none. I I I LJ ~17 Order for Plans & Specifications for Sewage Plant The City Manager read a letter addressed to Burns & McDonnell, Consulting Engineers, notifying them to prepare final plans and specifications for a sewage treatment plant in accordance with their alternate plan submitted December 18th, 1946. Said plant to be lo- cated on the site of the present plant, and the pea cannery wastes are not to be taken care of in this plant. It was moved by Commi~sioner Sorenson, seconded by Mayor Healy that alJthority given to the Consulting Engineers, in the Manager's letter be approved and the motlon was carried by the following Aye and No vote; those vot-'ng Aye being Mayor Healy, Commissioner Sorenson; those voting No, none. Request for Cancer Tag Day A communic8tion fro~ the local organization of the American Cancer Society requesting permission for a tag day was presented and read. The Commission approved the tag day with a dAte to be set later. Bids for Power Shovel The Manager stated that it would not be possible to get storm sewer pipe this summer for the city's permanent street improvement program and that in order to keep the dirt streets passable the city should purchase a power shovel to load pit-run gravel for tem- porary street surfacing purposes. It was moved by Commipsioner Sorenson, seconded by Mayor Healy that the City Clerk be authorized to advertise for bids for a power shovel and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Heal y, Commissioner Sorenson; those voting No, none. Bids for Police & Firemen Uniforms. The matter of uniforms for the Police and Fire Departments were discussed, and it .was moved by Commissioner Sorenson, secnnded by Mayor Healy tha t the Ci ty Clerk be authorized to advertise for bids for uniforms for the police and the fire departments and the motion was carried by the following Aye and No vote; those voting Aye being Mayor healy, and Commissioner Sorenson; those voting No, none. Communic8 tion Ya val Res "c:rve & Navy Club of America A communication from the U. S. Naval Re~erve of the 13th Naval District stating they planned a recruiting progrnm in Bozeman during' the week of February 24th to March lst, was presented and read. The Commission a>.!reed that the City would support the program. A request of the Navy Club of the U. S. A. stat:i.ng they would be :i.n Bozeman with an exhibit for the benefit of their organization in the near fU~Jre and asking permission to show their exhibit WAS presented and read. The Commission ordered that permission be granted to the Navy Club to stage its exhibit for the purpose mentioned subject to the supervision by the Department of Public Safety. Shooting Gallery at Eagles Hall A request for permission to install a shooting gallery in the Eagles Hall was presented and read. The Manager read a section of the city ordinance prohibiting shooting galleries where intoxicating liquor is sold, and it was decided that such permission could not be gran ted . Girl Scouts to Visit City Hall Commissioner Sorenson stated that several girl scouts had made a request to visit the various Ci ty Departments and the Commis sion ata ted it would fa vor such a plan. "j.: ssion 448 Diversion of Bozeman Creek The Manager presented and read a detailed estimate prepared in the City Engineer's office which showed that the probable cost of diverting Bozeman Creek through Lindley Park would be approximately $20,000.00 in addition to possible water right settlements. Adjournment There being no further business to come before the Commission at this time, it was I moved by Commissioner Sorenson, seconded by Mayor Healy tha t the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy and Commissioner Sorenson; those voting No, none.
