HomeMy WebLinkAbout1947-03-19 I I I Bozeman, Montana March 19th, 1947 L157 The CommisRion of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, March 19th, 1947, at 1:00 o'clock P.M. Those beino.: present were Mayor Healy, Commissioner Sorenson and Commissioner Lowe; City Manager Quinnell, City Attorney Aitken, Director of Finance Walter Davis and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting hye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Communication - Girl Scouts A communication from the Girl Scouts was presented and read thanking the City Commis- sioners and the 01 ty lVanager for permi tting them to observe the Ci ty Governmen t in opera tion on Saturday, March 15th, 1947. The communication also contained recommendations from the Girl Scout Council. Ralph's Food Stores 1 & 2 Bozeman Coca Cola Bottling Co. and the application of the Park Coca Cola Bottling Company for a wholesale beer license was also presented and read. It was moved by Commissioner Lowe, seconded by Commissiorer Soren- son that the applic1tions be approved and the licenses issued and the motion was carried by the fa llowing A yo and No vote; tho::Je votlng Aye be Ing Mayor Heal y, Commis s ~i oner .::lorenson and Commissioner Lowe; those votinp' No, none. Complaints on Airplanes Mr. Joe Vonger, Manager of Gallatin Field, was present to inquire if any complaints bad been m~de to City officials regarding airplanes flying low over the CIty, and statin~ thA t notes should be made of the plane's number and the time and then be reported to the Airport so that proper steps can be taken to curb such activities. Report The report of the City ~ngineer for the month of February, 1947 was presented and read. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the report be ac- cepted and ordered filed and the motion was carried by the fol10wing Aye and Ko vote; those voting Aye being Mayor Healy, Commissjoner Sorenson andCommi~sioner Lowe; those vot~ng No, none. Additional Beer & Linuor Licenses Certified copies of the beer and li~lJor license laws recently enacted were presentrd and read, and it was agreed that at the next reglJlar meeting of tte City Commission, March 26th, 1947, applications for additional liquor and beer licenses wOlJld be considered. LI.58 Pavlna On North Willson Mr. Lyle Theobald, C. A. Gustafson and Herb Williams residents on North Willson between Short and Cottonwood Streets were present and stated that they would like to have these two blocks on North Willson excavated to subgrade and six inches of pit-run gravel placed to form a base for the hard surface paving which is to be later installed. The cost of the work to be assessed against the abutting: property. and paid in one installment. Credit to be given for the gravel base thus installed if and when the street is paved with black-top. The gen tlemen were informed too t the law wou lcl ha ve to be checked by the Ci ty A ttorney to see if proper credit could be given for work done in the manner contemplated and if the cost of such work cOlJld be legally collected from the abutting owner in one year and one assessment, when a special improvement distr1ct has not been created. Bids for Air Compressor The Manager reported that an air compressor was needed for breaking pavement and for work at the city cemetery when the ground is frozen. It was moved by Commi~sioner Soren- son, seconded by Commissioner Lowe that the Clerk of the Commission be authorized to adver- tise for bids for a gasoline driven air compressor; said bids to be opened April 16th, 1947, and the motion was carried by the following Aye and No vote; those voting Aye, being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Flasher Light at Main & Rouse The Manager reported tha t the Ci ty had a triffic light purchased for but not used at the school crossing at Bnbcock and Third Avenue. He thought that this light could be used with a flasher to slow the traffic for pedestrians crossing Main Street at Rouse Avenue. He explained further tha t the traffic light could be controlled from the Police Sta tion if installed across Main Street between the City Hall and the Bozeman Hotel, to warn dri- vcrs coming from the east that they were approaching congested traffic and should drive accordingly. I t was agreed tha t a flasher should be ins ta lIed for a tria 1 period. Advance Planning F~nds for Airport A communication from the FWA to the Gallatin Airport Board was presented and read, asking the City to submit and sign rn' agreement that it would approve payment of the advance planning cost from the bond fund if and when necessary for planning at the Gallatin Field. It was thought that such an agreement should be prepared by the County Attorney and signed by both County Commissioners and the City Commission. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting adjourn and the motion was ca rried by the following Aye and No vo te; thos e vo ting No, none; those vo ting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe.
