The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Wednesday afternoon, April 2nd, 1947, at 1:00 o'clock P.M. Those being
present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell,
Ci ty Attorney Ai tken, and the Clerk, when the following proceedings were had to-wi t:
The Minu tes of the la st regular session were read, and it was moved by Commissioner
Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the mo-
tion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner Sorenson, Commissioner Lowe; those voting No, none.
Claims for the month
Claims Nos. 218 to 363 inclusive were presented on the various funds as follows:

The Manager stated that he has audited these claims and finds them to be true and
lawful claims against The Ci ty of Bozeman, and recommended tha t warrants be drawn for
their payment. After examination of the claims in detail by the City Commissioners, it
was moved by Commie s10ner Lowe, seconded by Commis sioner Sorenson tha t the claims be ap-
proved and warrants drawn for their payment and the motion was car.ded, by the following
Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner
Lowe; those voting No, none.
Police Car Rental
Mr. Dean Chaffin, of the Northern Automobile Company was present and reported that
one of the police cars used on a rental basis had been involved in an accident and as this
car has been in use for approximately 11 months, it could now be replaced with a new car,
if agreeable to the Commission, under the present Lease Agreement. Chief of Police Haas
and City Manager Quinnell stated that the agreement seemed to be working out satisfactor-
ily for The Ci ty of Boz eman and the Commis sion sta ted it W01J ld be agreeable to con tlnue
under the pres ant mon thly ren ta 1 agreemen t for the new police car.
Airport
Mr. Chaffin, as Chairman of the Airport Board, explained that under the law the
County Commissioners have control over the spending of the funds of the Airport Bond issue,
and stated that it was the plan of the Airport Board to have temporary quarters constructed
for the Airline soon. Mr. Chaffin s ta ted flJ rther tha t Northwes t Airlines would have a
~ scheduled landing a t Galla tin Field, when adequa te faclli ties are provided for their
Company.
Applications for City Licenses
The following applications for City Licenses were presented and read:

It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the applica-
tions be approved and the licenses issued and the motion was carried by the following Aye
and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe;
those voting No, none.
Rental of Community Room
A communication from R. J. McKenna of the Production Marketing Administration stating
they wished to lease the Community Room at the Armory for another year beginning July 1st,
1947, was presented and read. It was decided to renew the government lease of the Com-
munity Room at the Armory at the same rental basis of $25.00 per month.

Parking Stall at 127 West Mendenhall
A communication from C. A. Clark, Manager of Mountain Maid Candies requesting that a
30-foot loading zone be provided at 127 West Mendenhall Street for the front entrance of
the building which had been recently leased by the Mountain Maid Candy Company, was pre-
sented and read. After consideration and dicsussion, the City Commission decided that a
parking stall reserva tion or loading zone would not be advisable a t this loca tion as other
similar requests had been received and denied as being against public policy. It was fur-
ther pointed out that other places of business on Mendenhall making the same request would
be entitled to the same consideration, and present parking facilities are now inadequate.
Collision Insurance for Police Cars
Collision insurance for police cars was discussed and it was decided that such colli-
sion insurance should be purchased; the insurance company to pay 80% of the cost of colli-
sion damage.

It was moved by Commissioner Sorenson, seconded by Commi ssioner Lowe that the reports
be accepted and ordered filed and the motion was carried b::' the following Aye and No vote;

voting No, none.
Quotations for Jeeps for Snow Plows
The Manager reported that the home-made machines used for snow plows were wearing out
and needed to be replaced, and suggested that quotations should be obtained on Jeeps for
this work. He explained that the Jeeps C01Jld also be used as pick-up trucks which were
badly needed by the Street and Cemetery Departments. It was decided that quotations from
local dealers should be obtained by the Ci ty and subml tted to the Ci ty Commission.
Additional Liquor Licenses
A letter written by the City Attorney to the Administrator of the state Liquor Con-
trol Board regarding their interpretation of the present law limiting the number of liquor
and beer licenses within cities was presented and read. Action on applications on file
for Oi ty beer and liquor lic en ses was deferred pending a reply from the Liquor Con trol Board.

Sewage Treatment Plant
Specifications and bid forms for mechanical equipment for the proposed sewage treat-
men t plan t recently recei ved from Burns & McDonnell were presented to the Commission. It
was pointed out that as Kalman & Company of Minneapolis only agreed to accept approximately

$160,000 worth of Revenue bonds with which to finance the project and that the proposed
sewage treatment plant as now planned may cost in the neighborhood of $250,00Uj and
Kalman & Company should be contacted to see if they will purchase this new amount of
Revenue bonds at the price formerly agreed upon and also tha t a special bond elec tion be
called for au thoriza tion of the debt before advertising for bid on the mechanical equipment.
Purchase of Storm Sewer Pipe for Street Improvements
The matter of City wide street improvements was discussed, and the City Manager re-
ported that plans were practically complete for the permanent improvement of all unim-
proved streets in Bozeman, but that storm sewers must first be provided to care for the
surface water before paving contracts can be entered into. He stated that in order to
provide storm sewer pipe for the contractor so that he could proceed without delay when
bids are called for the City probably should place an order for a quantity of this pipe
and sell it to the contractor for cost following the letting of the contract. The Manager
reported further that approximately $50,000 worth of vetrified pipe or concrete tile
would be sufficient to put in place approximatly one-half of the storm sewers needed, and
it was mo,~d by Commissioner Lowe, seconded by Commissioner ~orenson that the City
Manager be authorized to get quotations on approximately this amount of storm sewer pipe
for use in the extended special improvement district when created, so that the work would
not be held up because of delayed pipe deliveries after the contract is let~ and the motion
was carried, Healy, Sorenson & Lowe voting Aye; those voting No, none.
Fire Excape at Gallatin Lodge AF & AM # 6
The Manager reported that Gallatin Lodge No.6 AF & AM had made inquiry regarding
a fire escape on the Bozeman Avenue side of their building located at the northwest corner
of Main and Bozeman and stated that they would like to have the fire escape constructed
on the outside of the building and over the sidewalk. After considerable discussion
regarding the advisability of constructing fire escapes over streets, it was decided to
have the City Attorney's opinion regarding the City's liability before granting per-
m:ssion for the fire escape as reauested.
