Appointments to the Board of Ethics Commission Memorandum REPORT TO: Honorable Mayor and City Commission PREPARED BY: Robin Crough, City Clerk Anna Rosenberry, Assistant City Manager SUBJECT: Appointment(s) to the Board of Ethics MEETING DATE: August 7, 2017 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members to the Board of Ethics to the following positions and terms: One position with a term ending July 31, 2018, and/or Two positions with a term ending July 31, 2019. BACKGROUND: The Board of Ethics currently has three vacant positions: 1. Term expiring July 31, 2018 2. Term expiring July 31, 2019 (currently occupied by Mary Jane McGarity) 3. Term expiring July 31, 2019 (currently occupied by Melissa Frost) Ordinance No. 1726, finally adopted in November 2007, established the creation of a three member Board of Ethics. In May of 2009, Ordinance no. 1759 was finally adopted which revised 1726. According to Ordinance 1759: A. There is created a Board of Ethics consisting of three (3) members who shall serve without compensation unless the governing body provides otherwise. Members of the Board of Ethics shall not be elected officials, full-time appointed officials whether exempt or nonexempt, or City employees, nor shall they be currently serving on any other City board or commission. B. Members of the Board shall be residents of the City. C. Board members shall be appointed by the governing body. An appointment to fill a vacancy shall be made by the appointing authority who appointed the member who formerly held the position which is vacant. E. Board members shall serve staggered terms of two (2) years. A member shall hold office until a member's successor is appointed. 311 The board currently has three vacancies / expiring positions. The City Clerk’s Office has received two applications, with their relevant qualifications indicated below. 1. Term expiring July 31, 2018 | Qualifies: both applicants 2. The bulk of my direct experience is inmy capacity as a long-term member helping to found the board, review and clarify aspects of 315 the Code of Ethics, and contribute to the creation of annual ethics trainings. I have alwaysbeen keenly interested in the question, “What’s the right thing to do?” Often the answer is not black and white. I have a B.A. in Philosophy and an M.A. in Political Science and have a deepinterest in how people interrelate and live together in societies. I believe there are circumstances where unwritten rules of conduct are sufficient, but other times when writtencodes of conduct can help guide people in answering the above question and encourage them to be their best. I have been a public employee, and took seriously my responsibility to upholdthe public’s trust, part of which is to be honest, transparent, and accountable. I believe these are essential qualities in public officials and employees, who are the embodiment of“government,” and these qualities allow those governed to maintain confidence and trust in their government. This is my 24th year living in Bozeman, and I am proud to call this placehome. I am committed to continued work to nurture an ethical culture in our government and in our city. I wholeheartedly welcome the opportunity to continue to serve and give back tomy community via an issue that I believe is essential to the health and vibrancy of our community.
