Those being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell, City Attorney Aitken, and the Clerk when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the mo- tion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson, Commissioner Lowe; those voting No, none. Clyde Beatty Circus - May 27th Mr. J. Edwards, General Agent of the Clyde 3eatty Circus, appeared to ask permission to present their show in Bozeman Tuesday, May 27th, 1947. After discussion, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that permission be granted to the Clyde Beatty Circus, to show in Bozeman, May 27th, 1947, for a license fee of $100.00 per day and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Purchase of Air Compressor The Manager presented tabulations of bids of the Air Compressor, and it was thought that the machine developing 105 cubic feet per minute would be sufficiently large to do practically all the work that the City would have to do. It was shown that the low bid of $2637.~6, was for a compressor at the factory in Colombus, Ohio, and the next low bid of $2650.00 was for a compressor in stock at Billings, Montana. It was thought that due to difficulties in deliveries of equipment, that it would be in the public interest to purchase the compressor that can be immediately delivered, and it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the bid of the Interstate Truck & Equipment Company in the amount of $2650.00 be accepted and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Bids for Police & Firemen Uniforms The Manager stated that this was the time and place set for the opening of bids for uniforms for the police and firemen. The affidavit of publication of the Notice to bidders was presented and read. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the bids be opened and read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. The bid of Cresap McCracken being the only bid received was found to be as follows: 10 police uniforms, with Jacket, 2 pair pants, 2 shirts 8 firemen uniforms, with coat, 2 pair pants and cap $ 70.50 each 71.50 each. The Mana ger s ta ted these prices were in lin e wi th prices received from the manufac- turer' and it was moved by Commissioner Lowe, seconded by CommiSSioner Sorenson tffi t the bid of Cresap McCracken as shown above be accepted and the motion was carried by the fol- lowing Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Com- missioner Lowe; those voting No, none. Applic3 tion of L. Nybo for Beer s'~ Liquor License The appllcstion of Louis Nybo for 8 city beer and a city liquor license was presented and read. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the q.,~2 applications be approved and the licenses issued under protest, and under the same condl- tions as the E. B. Griffin licenses were is sued on April 16th, 1947, and the roo tion was carried by the following Aye and No vote; those vo ting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Fire Escape - Gallatin Lodge # 6 AF & AM Mr. Lloyd Bohart and Jesse Bradley, a committee from Gallatin Lodge No.6 AF & AM were present and submitted a communication from the State Fire Marshall which stated that a fire ea-eape should be constructed on their building at Bozeman & Main Street, and constructed as far from the main entrance as possible, and it was thought that the only feasible place for this fire escape was on the Bozeman Street side of the building and projecting over the sidewalk. The committee stated that before they made preparation for the construction of the escape they would like premission from the City of Bozeman to build it. After discussion, it was moved by Commissioner Lowe, seconded by Commissioner sorenson that permission be granted to install a fire escape over the sidewalk on the Bozeman Street side of the building, in accordance with the requirements of the Building Code of the National Board of Fire Underwriters, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Clean-Up Campaign The matter of a clean-up period was discussed, and it was moved by Commissioner Sorenson, seconded by Commis sioner Lowe tha t the firs t two weeks in May be designa ted as Clean-Up Weeks, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Petition Street Light -- Ida & Orange The Manager presen ted a peti tion of property owners reques tl.ng tha t a street light be installed at the corner of Ida and Orange Streets. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the Montana Power Company be contacted and the light ordered installed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Petition for Water Main A petition of property owners in Paradise Vista Suburb requesting extension of water mains was presented and read. After discussion, it was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the petitioners be notified that property owners with- in the" city form special improvement districts for the extension of water mains, and the I I I I I I i l"'f~. "'. if l tj and the City of Bozeman has no authority to create a special Improvement District to include their property lying outside the city limits, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Liquin's Re-Arrangement App~oved A plat showing the re-arrangement of the lots in the West one-half of Block 51, and all of Block 52 of the West ~ark Addition, to be known as Liquin's Re-arrangement was pre- sented. After examination of the plat as presented, it was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the plat be approved and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Plumbing & Gas Fitters Bond -- J. S. Budd The Plumbing Bond and Gas Fitter's Bond of J. S. Budd were presented. The bonds were approved as to form by the City Attorney, whereupon, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the bonds be accepted and approved and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commis- sioner Sorenson and Commissioner Lowe; those voting No, none. Report The quarterly report of the City Manager for the period ending March 31st, 1947 was presented and read. It was moved by Commissioner Sorenson, ~eCQnded by Commissioner Lowe that the report be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Rental of Armory Drill Hall to National Guard A communication from Captain P. Krudde, of the l63rd Regiment of the Montana National Guard requesting use of the Armory Drill Hall each Wednesday night from 7:00 P.M. to 9:30 P.M. and stating that the rental fee would be paid by the State of Montana was presented and read. After discussion, it was moved by Commissioner Lowe, seconded by Commissioner Sor- enson that approval from the Adjutant General's office as to the rental payment should be obtained before permission is granted for the use of the Drill Hall, and the motion was carried by the following Aye and No vo te; tho se vo tlng Aye being Mayor Healy, Commiss loner Sorenson and Commissioner Lowe; those voting No, none. Use of Drill Hall for Legion and Auxiliary The ma tter of the American Legion Auxiliary Drill Team and the American Legion Drtlm and Bugle Corp using the Drill on Tuesday nights was discussed, and it was thought that each organization could use the hall on alternate Tuesdays, as it could not be reserved for the continued exclusive use of any organization without payment. Resolution for Sewer Bond Election Commis sioner Lowe in troduced the following wri t ten resolu ti on and moved its adoption: RESOLUTION NO. 599 RESOLUTION RELATING TO THE CALL AND CONDUCT OF A SPECIAL ELECTION TO VOTE UPON THE BUILDING AND CONSTRUCTING OF A SEWAGE TREATMENT OR DIS- POSAL PLANT AND THE ISSUANCE AND SALE OF REVENUE BONDS FOR SUCH PURPOSE. The motion for the adoption of the foregoing resolution was duly seconded by Commis- sioner Sorenson, and upon vote being taken thereon the following voted AYE: Mayor Healy, 4174 Commissioner Sorenson and Commissioner Lowe; and the following voted NAY: none, whereupon said resolution was declared duly passed by a majority of the whole number of members of the Commission, and the Mayor being present affixed his signature thereto in approval there- of, and the City Clerk attested his signature thereto. Ad.1 ournmen t There being no further business to come before the Commission at this time, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
