Lamer - Parking at Frank's CateringFrom:David Lamer To:Agenda Subject:Parking-City Commission Date:Wednesday, August 02, 2017 12:27:27 PM I have a question for the city commissioners of Bozeman. June 11, 2009 Franks Catering, 548 East Babcock St, entered into our cash in lieu of parking agreement with the city of Bozeman. In bold letters on the front page of agreement it states 'owner has agreed that at no time shall the lower-level (basement) serving/seating area be utilized at the same time as the outdoor serving/seating area to the east of the business. This agreement is necessitated as there would not be enough parking either by the provided on site parking and additional purchased spaces to accommodate both areas being open at the same time according to the parking requirements of the Bozeman municipal code'. In 2009 CIL Franks catering was only allowed to use part of the business due to parking concerns. Frank's old building was 2700 sq ft. New restaurant being built at same location is over 3400 sq ft not counting rooftop patio which is well over 1000 ft. In 2009 the city of Bozeman was concerned about parking and congestion in this block which is mostly residential. Now the city of Bozeman is obviously not concerned about parking and congestion with new restaurant being much larger and not having the same restrictions Frank's did. My question is, if parking was an issue in 2009 why is it not now? Obviously parking in this part of town since 2009 has not gotten any better, there is even multi story building being proposed next to Frank's with basically no parking. If you've tried to drive down South Wallace during the afternoon you know street is lined with vehicles on both sides and it is obviously an unsafe condition especially with all the foot traffic for the library and peets hill, not to mention it would be very difficult to get an emergency vehicle down the street. A lot of my neighbors in this area are very concerned. Does the city have a plan to address parking and congestion in this area? Thank you, David Lamer
